Flying to US from Manila

My fiance has been approved and I am in the process of trying to book her flight.  I'm having trouble finding info on things to be aware of.  I found a great flight, but there are 2 layovers in Canada and from what I understand, she can't stop in Canada because of their rules and she would need a visa.  I looked into an ETA, but said we were not eligible cause she wasn't a permanent US citizen yet.

Are there other countries I need to stay away from?  I found another flight that has a layover in Hong Kong, but i'm not sure about their rules.  Japan is safe right?

The vast majority of flights out of Manila usually go through China, Japan, or S. Korea when you are flying to the USA. All those countries it is ok to lay over in when going to the US as a Filipino citizen.

Canada is the only country that I am aware of that has 'strange' transiting passengers rules.  Most airlines as mentioned above transit HK, CN, JP, or KO none of which have transiting passenger issues.

Two layovers in Canada??  Yikes.

With Canada there is a CBP station there, that is very possible it will be the POE.

As for a transit visa for Canada, none may be required IF she doesn't change terminals:  http://www.cic.gc.ca/english/department/twov/travellers.asp

Nationals from the following countries qualify for the Transit Without Visa (TWOV) program:

  • Indonesia
  • Thailand
  • Taiwan
    • Taiwan passport holders who do not qualify for the visa exemption to visit Canada may still benefit from the TWOV program
  • Philippines

All nationals who qualify for the TWOV program must also meet these conditions:

  • They hold a valid passport or travel document issued by the country of which they are a citizen;
  • They hold a valid United States (U.S.) visa;
  • They travel to Canada on an approved airline (Air Canada, Air Canada Rouge, Air China, WestJet, Cathay Pacific, Philippines Airlines, China Southern, Jazz Air, Sky Regional Airlines Inc., Air Georgian, and Hainan Airlines); and
  • They transit through an approved Canadian airport (Vancouver International Airport, Calgary International Airport or Toronto’s Pearson International Airport, Terminal 1 only). A change of terminal between flights in Toronto’s Pearson International Airport does not qualify as a condition of the TWOV program.

China it depends on how long the layover is.  If you miss a flight whether it your fault or airlines fault and there is no other flight to same place within 24 hours. They will put you plane and send you back to your home country.

We fly out of Knoxville, not too far from you (you use Nashville?).  Flights we take to and from does a stop in Narita, Japan, then Atlanta, GA   and then Knoxville.  Japan is never an issue, been through there 5 times.
