Just sharing my experiences.
Packet 3 includes:
Completion of ds230 ( part 1 only )
Original Birth certificate
Original divorce decree ( if applied )
Original CENOMAR or ADVISORY OF MARRIAGE
Copy of residence card ( as Alien card no longer exists )
2 ( 2"x2" or 50cmx50cm ) pictures with white background
Copy of passport ( biographic page )
Email address ( a small piece of paper )
Letter head from USEM-tokyo ( put this on top of all the docs )
+ send all these to visa consular unit using letter pack available at any post offices for ¥ 500.
USEM -Tokyo will send you an email ( packet 4 ) once they reviewed and approved all submitted docs. Packet 4 requires you to schedule your interview.
REQUIREMENTS FOR INTERVIEW:
Confirmation page of completed ds 150 ( with barcode ). Once completed online needs to pay visa fee so you can schedule your interview )... read complete review

Interview last feb 12 2015
Went to usem around 6:30
5017 lucky number they give priority to thise whi have kids.
Interviewer was a girl
Shes very nice and was approachable
Just asked basic question
Where and how did you meet
Asked for wedding pictures
Asked when my husband will go back to u.s since he was staying here for a year already
Asked about my first daughter if she has us passport answered yes
How about my second daughter i said interview for the us passport is this feb 23
Asked for my birth cert since i gave her the photo cpy only
Good thing is she found my original birth cert along with my other documents when we filed last nov 12, 2014
Asked about why we got denied under k1...
Then thats it she just said okay im going to approve this
And i didnt exactly heard what she said
Then i asked her again is it approve already she said yes!!

Manila Embassy work fast on our case. Interview was smooth. Simple and basic questions were asked all about fiancé. American Consuls were all nice and courteous. Visa was released after 9 days from interview. Order and efficiency were being practiced inside the consulate.

Arrived at 6:50 AM for a 7:30 AM appointment and left at 11:10AM. Everybody we dealt with was polite and outgoing. We never felt they were trying to trick us or that they were looking for us to answer a question wrong.
It was actually a pleasant experience (as far as waiting for a government administrative process can be considered pleasant!)
