So sick of people trying to push their way ahead, there are very few cases that are more urgent than any others (sickness, military, etc). Unless you fall under these categories wait in line like everyone else.

K-1 and Spousal are apples and oranges. Certain centers focus on certain types more so than others. IE: TPS visas are almost entirely VSC and next to none at CSC. Furthermore, as per USCIS instruction: "Form I-130 petitions filed with the Chicago Lockbox (I-129Fs are Dallas) will be routed to and adjudicated at the appropriate USCIS Service Center. This routing will be based on the petitioner’s place of residence." Place of residence instructions are different for I-130 than I-129F.
Lock boxes are being used now to free up the service centers from having to process the payments AND adjucate them. Simple as that. It's what the government does and it is more effective that way too. Less work for staff whos main job is to approve/RFE/Deny. It's the government, it's what they do.
Every single K-1 that I have seen filed here on VJ has gone directly to the service center in the area in which that person lives based on the old rules, regardless of what they "say now". People have had their K-1s sent right to Vermont over the past November to Now even though, by the way, it is backlogged 1-2 months. I put Vermont's address on my Intent to marry and cover letter as I knew it would be sent their regardless after it was sent to the Dallas lockbox, guess where mine ended up after Dallas...
Furthermore, Tier 2s are not CSRs, they are ISOs (Immigration Service Officers) and they are not the "end all be all" by what they say. While what they say is more believable and closer to the truth, a lot of what they say is designed to get you off the phone and stop calling as well.
So stop coming here and acting high and mighty because of what a Tier 2 ISO said.
Twocats is more or less correct in what he posted and has been confirmed by the others posting here on where their K-1s were sent and by numerous other members who have filed in the previous months.

Two Septembers approved today so far. Looks like VSC is finishing up August and have dived into September.
Similar to what happened near the end of July filers. I remember when they said they were on "July 21 applications" August was starting to get approvals and then they cranked them out like no tomorrow.
Good luck to all you September filers.

I have no vitriol to Haitians or charitable or humanitarians issues either.
however, the facts are clear and when I release all the info I have amassed in the
last 2 weeks regarding the executive direction of this white house, I will
accept your apology, indeed you are already forgiven.
the facts are resounding: VSC are buried but their focus is
not with US citizen tax payer petitions. PERIOD.
To donate a percentage of resources to such humanitarian issues
I have no problem with, to reward illegals I have an issue.
But to COMPLETELY prioritize all K1s and other visas
UNTIL 30 days beyond the timeline 'guidleines' is disgusting.
Yes, you heard me right : VISAS are not being processed and will only expedite
after 30 days beyond the normal processing times at VSC.
their priorities are in 'other areas' - verbatim to a Senior Senatorial staffer.
therefore no K1 applicant at VSC can expect a case look until after 6 months not 5.
As for me and my house, we do serve the Lord and I spent Christmas at orphanages
in Russia with my fiancee, where she has faithfully served and given for many years.
I have no problem with charity - but to completely take away from petitioners who
fund the USCIS and tax payers who fund government is disgusting.
Nov 2012 cannot come soon enough for many reasons.

Well if they aren't fed up, I'm sure numerous letters detailing the situation with facts to back it up (printouts included in the letter packet) will help bring this to their attention.
http://en.wikipedia.org/wiki/United_States_House_Committee_on_Appropriations <----list of who is on the committee for both parties. If you got the ability (anyone reading this topic) send a letter to each 1 of them. I suggest the one Al wrote, but editted up a little so it isn't as long. Remember, provide facts, such as the low approvals for K-1/CR1/IR1 petitions the USCIS posts, the NYTimes post about giving illegal Hatians TPS visas and a chart showing the differences between Centers. Also a graph from the USCIS site that shows they bombard one center with all the visas, (ex: TPS and Work visas, almost every one of them goes to VSC).

You should not equate the expiration of my patience with a belief that I should see an NOA2 tomorrow. In a properly run system, I should have seen my NOA2 last October, but in a system as poor as this one, reasonable time frames are a complete fantasy. I know that.
But I want to see movement in Vermont. I want to see 5, 6, 7 approvals a day like I am seeing now in California. That sort of thing would tell me that my NOA2 is coming in March, which I could accept.
But we don't have those 5, 6, 7 approvals a day. We don't even have 1 a week. We have ZERO. At that rate, it will take until Captain Kirk is flying in the Enterprise before I see my NOA2. That is why I am taking action and taking it now.

Marriage to a person who fits the legal restrictions on whom you can marry (age, sex, relation) is a right. Of all the things in this country that truly need to be alot more strict it simply amaizes me that people think you need to jump through all these hoops to get a spouse here. You can smuggle weapons in here more easily then tying to bring a spouse in a legal manner, Hell I could have just sent my spouse to mexico and we could run across the border THEN APPLY. The fact is this country never awards HONESTY. We pay a huge fee we jump through every hoop, the only thing they dont ask for is a sex tape, and still you must wait the better of half a year to be united? Of all the things that I would be willing to restrict to all hell this would be one of the last, and please do not come with all that terrorist BULL ****, only handfulls of terrorists exist in the world and a simple backround check will bring up more then enough info on that, and guess what even terrorists cant get around all this if they try hard enough. The wait time is my only issue becasue this service was paid for, its not free. Like I said they like to pretend like they restrict imigration but you can just walk accross the mexican border and thousands do it daily but the good law abiding citizens sit around here and argue to pass the time. Just in one week more people will run accross the border then k1's are aprouved in a year. To all of you who support that bringing a spouse is a right, good for you, your leaders not followers. To those who say it is a privilege I truly hope that your "privilege" is revoked or denied and then I would like see you answer the same exact question on what you believe. Thank You and Goodnight

Protection from what? Terrorists aren't going to 'apply' for visas....criminals do not FOLLOW the law. Terrorists could easily come in through Mexico like all the other criminals (drug dealers, cartels) are doing right now. So, yea, this process is NOT about protecting at all UNTIL they enforce the borders.

I find it amusing the ones criticizing those of us who are frustrated have either already gotten their noa2, have waited less than 5 months or come from Canada or the UK where its far easier to visit your fiance than those with us who are forced to go all the way to Asia or East Europe. You can go visit them, they can come visit you it's all very simple and relatively cheap for both of you. My fiance doesn't have that option and I don't have the time or money to go to China once a month or every 2 months.
So go ahead and try to paint me or the others frustrated at this process as inconsiderate or impatient. My priorities lie in the people I know and care about not the Haitians or people who cut in line and were processed before me. If that makes me selfish then so be it. All we want is a fair process and this certainly isn't one and that's a good reason to be pissed off.

You are totally off and wrong. The US Government has absolutely no moral authority telling a US citizen who they can marry, be that person from another country or another planet. I have a right to marry anyone I choose and I have a right to bring my spouse to this country with no unreasonably delays. I grant the government the privilege to run a background check on my spouse as long as it is done in a timely manner. The petition is simply the manner that the government is notified of my intentions, they CANNOT deny for any reason if the background check is clean. If you say they can deny for any other ground then you do not understand America or our constitution as far as equal protection under the law. If they can deny a couple the RIGHT to marriage and immigrate, then they can also deny the right to marry between two US citizens in the US if all law are applied equally.
The process of a background check might be appropriate, but the length of time to perform that check should not exceed a reasonable time of 30 days or so. If the applicant for immigration is a mass murderer, or has 20 previous marriages or some other grievous crime, then that story is different, but once that background check is performed, that is all that should be required.
In my case, my wife and I got married during the cold war and we waited forever for her security check since I had a Security Clearance. After our marriage when she applied for the Green Card all was smooth. Now thinks to the USCIS we are separated because of some rubber stamp paperwork bullshit. After 26 years of marriage, this great agency seems fit to separate us because of their incompetence. I am sick of people trying to defend them or the broken system. The letter from the OP is great (need to run a spelling checker on it :-)) I have contacted my congressman, a major sponsor of the dream act and he has been useless.
I don't care what the law says because it has been written and changed so much over the years I am sure by people with the same misguided attitude that spousal immigration is a privilege and not a right that it is all messed up now. Fact is, it is a RIGHT. If you don't get it, then you will never will.

And we can only bring our loved one here if we have not rubbed the Interview Officer the
wrong way. The end result of getting a visa or not, comes down to the personal
opinion of the Interview Officer. That is the way Congress has it set up, and it
will take an act of congress to change that.

Yes, really. They are deciding to make you wait. They decide that every time they work on a petition not involving a U.S. citizen, knowing for a fact that their decision wil cause a U.S. citizen to wait.
U.S. citizens come first. No ifs, ands, buts or maybes. We come first, end of story.

VSC, in my opinion, needs to send overdue K-1s to CSC to process since they obviously do not have the ability to keep up. Looking at how CSC is pumping them out, they could pump out all overdue VSC and still keep themselves on track.

I disagree with you on many levels. How can you say that it is a privilege? I dont think any institution has he right to bar families from being together. Keep in mind we are citizens not foreign nationals but citizens. I pay taxes, I follow the laws of the land, and if I want to marry someone who is from another country that is my RIGHT not privilege because the government doesnt own this land. The people who live here own it and I am one of those people. This is my land as much as yours and the same way I can not tell you who you can marry nor can you tell me. So the goverment has no right to do this to people. Let not forget the constitution, have you ever seen the word privilege used in it? No, only the word RIGHT is used. That is because as people we have rights n ot privileges. A goverment who only alows privileges is not a democratic government and does not follow the laws of this land. What you are saying is dangerous think about it.
