What is a Form DS-3032 and what does the applicant do with it

Form DS-3032 is used by the applicant to nominate an "agent" to assist with their application and to specify a mailing address to be used by the NVC. The "agent" may be the one who filed the immigrant visa petition, an attorney, friend, wife or husband and non-governmental or community-based organization. The agent cannot sign documents for the applicant, but can assist with fee payments and document collection. Note: If the Form DS-3032 is not returned within one year, the NVC will begin terminating the case.

Is the applicant required to nominate an agent?

There is no requirement that the applicant nominate an agent. The NVC may send all correspondence directly to the applicant if the applicant wishes. The applicant should complete the relevant section of the DS-3032 and return the form directly to the NVC.

When is a DS-3032 not required?

A DS-3032 is not required if a Form G-28, Notice of Entry of Appearance as Attorney or Representative is received from USCIS indicating that an attorney is the agent, the applicant filed the petition on his or her behalf, or a child is being adopted.

What happens once the NVC has received the DS-3032?

On receipt of the DS-3032, the NVC will mail the agent or applicant instructions about how to apply for the immigrant visa, including information about how to pay the mandatory visa processing fee and who has to pay it. On payment of the fee, the NVC will mail the agent or applicant the "Instruction Package for Immigrant Visa Applicants" that consists of theForm DS-230-Part I, Application for Immigrant Visa and Alien Registration - Biographic Data, and Form DS-2001, Applicant's Declaration of Qualification for Immigrant Visa Interview.

What does the applicant do with the forms?

The biographic data form DS-230-I Part I should be completed for each person applying for a visa, regardless of age. The form may be photocopied if insufficient copies are received. The completed DS-230-Part I should be returned immediately to the NVC. Failure to return DS-230-Part I promptly will delay the processing of the application.

The applicant should assemble all the relevant documents required in support of the application and forward the Form DS-2001, Applicant's Declaration of Qualification for Immigrant Visa Interview to the NVC. Note: Relevant documents must not be mailed to the NVC or the Immigrant Visa Unit at the Embassy or consulate. Instructions on what to do with these documents will be provided before your visa interview.

What happens next?

On receipt of the forms DS-230-Part I and DS-2001, the NVC will conduct any additional processing required and forward the applicant's file to the U.S. Immigrant Visa Unit in India that serves the applicant's current residence.

After an Immigrant Visa Unit receives the applicant’s file from the NVC it will inform the applicant by mail about their visa interview appointment.

The petitioner and Form I-864, Affidavit of Support

The person bringing the beneficiary (applicant) to live permanently in the U.S., the petitioner, must accept legal responsibility for financially supporting the beneficiary. The petitioner accepts this responsibility and becomes the beneficiary's sponsor by completing and signing a document called an affidavit of support. This legally enforceable responsibility lasts until the beneficiary becomes a U.S. citizen or can be credited with 40 quarters of work (usually 10 years).

After the petitioner has paid the Form I-864 processing fee the NVC will send a letter with instructions to the petitioner. The petitioner should return a completed Form I-864 to the NVC. When the NVC has reviewed and approved the petitioner's Form I-864 it will be forwarded, along with the petition, to the appropriate Immigrant Visa Unit in India.

hi brianlara if you already submitted DS-230 part 1& 2 with your all civil original document to NVC no you dont need to resubmitted your DS-230 again ignore it but you only concentrate your medical exam and when you go to your final interview take your 2 photo 2 x 2 with white glossy background

I just looked on line at our case status, and the circles that are on top of the page have changed. This is the first time in a while that I have checked directly on the USCIS web page, and I think after I received notice about our case being received from the State Department I didn't ckeck on line since I had the email. So I can't say when this happened, but the the "Post Decision Activity" circle is active now! (Attached is a photo of that message).

I think this is good news. There is no reason or grounds for a denial in our case, so some kind of approval must be on the way soon.

hi wshc it mean this is good sign for every vjers who filed for their i-130 petation that all persons who filed for their i-130 petation that all vjers or persons out of the i-130 decliened position which mean uscis immigration officer agree that all i-130 petationer who filed for their case in uscis that all cases proof and evidence is able for further process and after few week or month uscis approved all petationer i-130 and all vjers got their noa2 sooner or later (inshallaha) and iam request all vjers when you call uscis dont talk first person or officer or operator because first uscis officer is a uscis contractor and first operator or officer dont know about the uscis immigration policy and even they dont know about the immigration rules and regulation and most of the time they give you wrong imformation about immigration policy and if you want to talk to a officer when you call uscis always say to first officer sir please connect immigration officer or sir i want talk to a immigration officer and some time first officer try to over smart and cannot connect immigration officer and say to you sorry sir the line is busy but you still insist that you only want to talk to a immigration officer and wshc this is big news for you because your second petation i-130 is out of the decliened position and going for second step

I know that the agencies work together somewhat, and again at POE it can all be rejected if you have bad luck as what happened to us. So until my wife is back at my side I will be edgy about trusting anything ever again in this world!

hi wshc no this time i think you and your wife have have a good luck this time that why DOS DEPT OF STATE directly handel or involve in your case and (inshallaha) soon after few week or month dos dept of state approved your case and give green signal to NVC that every things ok in op case file please APPROVED and ISSUE op NOA2 and soon you got your NOA2 and after your wife IR1 interview and POE your wife recieved her 10 year green card soon again (inshallaha)

Quick background -

My German wife of 26 years was denied entry in July 2010. We were processing a I-90 for her Greencard extension and went to Germany for two weeks. Upon entry in Philly she was denied entry because they said she needed to not use I-90 process but I-130 etc.. Although Denver USCIS told us we could use I-90, but the advice from USCIS doesn't matter. Ignorance of the law bla bla bla.... Bottom line, NOA1 for new I-130 sent Aug 16, 2010.

The case was moved to TX from CA like so many others..

I received this notice 2 days ago:

Application Type: I130 , IMMIGRANT PETITION FOR RELATIVE, FIANCE(E), OR ORPHAN

Your Case Status: Post Decision Activity

On November 24, 2010, a USCIS office received this case from the State Department with a request that we review it. We will notify you when we complete our review, or if we need something from you. etc...

I am really confused now. A few questions -

1. At this stage, why does the State Department play a role? I have not received any notice that the I-130 was sent to NVC.

2. This is "Post Decision Activity" - could that mean that the I-130 is already decided upon?

3. Is this good news or bad news?

I want to think this is good news, but I don't trust the system. What do you think?

hi wshc sorry for the late answer its mean this is very very good news for you and uscis directly send your case to DOS DEPARTMENT OF STATE here is the question why USCIS cannot send your case to NVC because uscis have agree that op previous case have a strong evidence and proof and op husband or wife except is mistake and every things done by unawareness that why uscis request to DOS dept of state please review op case again and give him waiver and another chance so wshc congrulation in advance if DOS APPROVE your case and send back your case to NVC this is really big news for you and your wife because DOS dept of state is the full and final decision maker and powerful authority of every usa immigration dept in other words every decision making is in usa immigration dept is in DOS hand

NVC does not approve or issue visas either. Consular officers in Consulates or Embassies abroad, approve and issue visas.

i think there is no need to give any explanation about name change matter to embassy because embassy cannot handel these type of matter only consular officer have authorised to deal these type of matter during beneficery or op interview some time consular officer give importance these type of infant child matter and ask about that matter and some time they ignore and cannot ask these type of matter iam trying to say the whole authority is in consular officer hand because you dont know at this time which person or consular can take your wife interview and even embassy dont know who or which consular officer take your wife interview that why embassy cannot handel these type of explaing email because there is a lots of consular officer around there and every consular officer have a different mind set some bad and some nice that why embassy cannot decide who will handel op interview case or matter any way if you send message to embassy about name change wait 5 to 7 days after that embassy give you reply because embassy recieved bulk of bulk or thousand of thousand email recieved every day they cannot reply every email they will read and filter every email if officer thought this email is very important and necessary to give them answer then they will give you answer or if they thought this is not a important email they cannot give you answer

So here I am, sitting and wondering about THE CIVIL DOCUMENTS for NVC (and Embassy) - The original document as is itself is enough and with a photocopy of it to submit? Or do they want the original documents authenticated by the foreign ministry in question ? If so does this only apply to the marriage certificate or all of the civil documents including the birth certificate and police report?

(And if anyone out there knows about Ethiopian police report procedure- request letter, let me know please- amasagganalloo!)

hi meskal i think you are in nvc process and yes you are right that your orignal document is enough for NVC and photo copy of original document is useless for NVC IF nvc need any photo copy of your original document they will easily take print out in there imigration data base because they scan and save your orignal document in immigration data base send all original document like original birth certificate original police certificate original marriage certificate and original marriage certified translation copy attested and notrazied by grade 1 officer you dont need to go ministery of foreign affairs because they only attested and verified photo copy of your original document this type of attested photo copy only need for i-130 first step petation requirement only

now i reach ISB day before becoz ISB is too far away for my current location then stay in sitara market ...this the best place to be stay ..where hotel AL hijrat..take only 600 par night ...good rooms and everything is prefect..early morning i m awake 4 o clock offer tahajad ..talk with wife..then 5 :30 offer fajar prayer n ready and leave hotel at 6 o clock taxi easily available n get 200 to drop me at shutle gate ...when i go there the shuttle room is full where little security check then i get shuttle ticket the in one counter i give him my cell phone and get the receipt of my cell phone ...tea some tea or water ..which is free of cost in shuttle room....7 :15 call US embassy passenger is come ..then we go walk through gate in shuttle after 15 min we reach US embassy.... then security guy say you build 2 lines one for immigrant and one for non immigrant this day is too many people becoz of reschedule interview of 19 nov candidates.... now we are going another security check then wait in HALL then one guy came in and collect interview letter then call to came in one room where one lady take fingerprints then we came in main waiting area where interview was taken i m receite all the preys i knows and do some wazifas at 9 o clock my name was shouting at window 5 i was go there a lady ask my name and ask which language u want to be interview...i say Urdu she OK wait we will call you..after 15 min my name was calling at window 7 a pakistani guy take my medical report and passport and ask me where is Ur city then he give me a sticker the same one is patched in back of my passport then he say wait for final interview..after 30 to 40 min my name was shout at window 3 where is lady is ready for take my interview

Noooo Pushbrk,you are totally wrong this is visa,Asif congrats you got the visa no AP for you you will have visa ,within two weeks American Express will call you and you can go and collect your passport with visa on it along with sealed envelope make sure you donot open taht sealed envelope as it it has to be opened by immigration officer at port of entry.Congrats again

Plan to go to Tunisian in February. Marry my wonderful man! I am from USA, I have never flown on plane. My first step is passport. Applied. That is the easy part. I think next would be documents to marry. Divorced 10 yrs now, getting copy of divorce decree. Getting copy of birth certificate from vital statics with seal.Add him to lease just before I go to show we are marry. I think the marry part will be easy. Then the steps to bring him home with me, to our home. He works, has some money in bank, a Masters, but not much travel experience. Our age worry us. We are 19 yrs difference. But has completely let me into his life, lets me know anything I want to know. Looking at what is needed for visa, is kinda overwhelming, but we will make it work. Any advice would be great! I need to know how to print our internet conversations and logs. I can print some of our phone calls, but I read here paper trail is very important. And flight experience for him helps. He has not traveled. Some of my friends are concerned about me travel by myself to other country. From what I have read, Tunisia is pretty safe to travel to. It is the airports I may feel a little uneasy about, not flying before. I am willing to fly the world for him. Again, any advice would be very greatful. Thank you and this is a wonderful site. hi kcole i agree with canadian wife just marry and apply for cr1 visa because this visa is so save and reliable if you apply fiance visa you have more proof and evidence to prove your fiancee engagement relationship that this is real or fake which is very difficult in fiance relationship and if you marry and apply cr1 route your case is so strong because you have fiance relationship proof and evidence+ marriage relation proof and evidence that why your cr1 case is so strong and reliable and consular officer have no problem to issue you a cr1 visa so what we are learn in cr1 case is married person have 2 strong relationship which is very very plus (+) point for cr1 interview

hi rashid iam forget somethings when your father fill affitt daffit form there is a seprate column line in affitt daffit which say witness sign here so dont forget to take witness sign if you ask what is the meaning of witness sign its mean that 2 or 3 witness know about the new born baby given last name change or he or she witness about the name change witness is your uncle or any of your family member and when these witness sign the affit daffit form dont forget write he or she full name ID card no complete home address and mobile or land line no in the affit daffit form
