    Receiving IV bill is an indirect indication of DS3032 being accepted. Call NVC to confirm that DS3032 is indeed accepted.

    Bear in mind, this only indicates to you how long people currently getting visas have been waiting. It tends to get longer over time. So what you see from the visa bulletin is that people from India who are currently eligible for F4s (...or would be without the temporary ban on issuance and embassy closures...) have been waiting for 15.5 years. The wait times tend to get longer over time as general queue gets longer over time (currently 2.1m F4s in line) for 65k visas every year, then india specifically moves more slowly because it hits its country limit (7% of total visas) annually - this is why it is listed separately.  So it’s quite possible your brother in law ends up waiting closer to something like another 10 years for his interview still.

    Wow, interview thread was fallen off to 2nd page on this forum. If anything, I was thinking this thread would be in top 5 threads trhoughout this week, hoping all would start getting dates soon. Bumping the thread up, so desperately want to see some activity, it's been a slow day!!

    In the past, only CSC and VSC would adjudicate I-130 petitions. But, I'm guessing due to the backlog, they had to spread the petitions out, so they sent them to NBC along with local offices. Unfortunately, they're not used to dealing with these sort of cases, which I'm assuming is causing the delay between approving the I-130s and actually sending them out.
    I would have thought by now though they would have gotten used to it, but apparently it's going to take awhile
    And yes, I'm totally with you that there should be a proper NVC online checker. It would decrease the number of calls tremendously, if (and it's a big if) the site is as up to date as if one called. If it takes them a week or so to update the status online, then for some, it wouldn't be enough. It has to be in real-time. But, that's just my opinion
    Yes, once the AOS shows as paid, then you can email the AOS package. And yes, once the IV bill shows as paid, you can email the supporting documents and then fill out the DS-260 online.
    Once your case is complete, it's put into queue for an interview date to be scheduled.

    I'm assuming they can't enter anything because they're still inputting information. It locks operators out from entering any information. I would suggest calling every few hours, so maybe two or three more times today. It should be "unlocked" by the end of the day. And you want that email to be fixed pronto, as well as adding the beneficiary, so don't be lax about this.
    Hold off emailing the DS-3032 until both (correct) email addresses are attached to the case file.

    Yes, if the expedite is approved, then NVC closes your case and sends everything they have from you and from USCIS onto the embassy. The embassy will then contact you and tell you what to do. Some places have you mail the remaining documents to the embassy or they'll simply request you bring it all to the interview. And if you contact them once they have received your case, they'll tell you if they'll schedule the interview or if you have to sign up somewhere. All your answers basically will come once you contact the embassy after they have received your case (upon a successful expedite approval).
    Yes, the form has to be the original, with the original signature. The certificates also have to be the originals/certified copies.
    Just go by what's on the cover sheet. I never mailed my packages, so I don't know the address

    Keep the photocopies in the same package as the originals, so you only have two envelopes: AOS and IV. Either put the photocopies behind or put them all together at the back. Make sure you clearly label (through sticky notes would be a good idea) that one is the original and one is a copy. For example, on the original birth certificate, on a sticky, write:
    Original Birth Certificate of BENEFICIARY'S NAME
    Case Number MTL2011######
    And then on the photocopy, write:
    Photocopy of the Birth Certificate of BENEFICIARY'S NAME
    Case Number MTL2011######
    This way, it makes it clear to the reviewing officer which is which and that they don't confuse the two.
    You have to include photocopies of the certificates (birth, marriage, divorce, military). This is so they can return the originals/certified copies back to you at the time of the interview.
    A signature from January should be fine. They don't really care when it was signed. They know that some people prepare ahead of time, especially with beneficiaries living abroad who mail packages that take a long time to get here.

    I'm sure it's fine for the tax transcripts as they get those all the time like that. It's just not recommended to print the forms out on both sides.

    Don't just take their words with 1 call. You may want to call 2 or 3 times to confirm that your case is indeed at VSC. I could never get them to answer where my case was being processed. So just call few more times and confirm that they all say the same thing.
