Agreement is with USA government
If he signs up for public "charge " benefits, you could be required to pay the money back to government / haven't heard anyone that had to do it as seems the government doesn't follow thru but the rule is there so don't test it
Encourage him to go for naturalization when he is eligible as that takes u off the hook
I do know USC's who have divorced in Moroc/ Benefits? just faster and cheaper and Moroccan man has to confirm the dowry is paid off
Divorces registered in Rabat are recognied in US same as Moroccan marriages

The I 864 has been enforced by the Divorce Courts to ensure the sponsor meets their obligations.

Divorce in your own state. I'm assuming his plan is to stay in the US. I'm sorry this didn't work out for you, but there are a lot of "stereotypical" ME men out there. I divorced mine in my state, since I'm a resident here. It isn't fast, but it is final.

I don’t recommend doing this if both parties live in the US. Moroccan courts have no jurisdiction over residents of the US, and we’ve seen issues with the legality of such divorces here on VJ.

Morocco has no jurisdiction.
If you both live in the same state, then you get divorced in that state.

You can file for divorce in accordance with the laws where you currently reside.
