You assume that an immigrant visa for a beneficiary from Nigeria is the same as a non-immgrant visa petition. It is not. You then assume that the difference is because there is "something wrong with USCIS" There is not.
K-1s are not immigrant visas and do not grant permanent residency. For a K-1 that is a separate process which is done after the marriage in the USA. CR-1s grant permanent residency upon issuance. A K-1 is only "half done" when they arrive, a CR-1 completes the Permanent Residency process before entering the US.
You had a choice of visas, of immigration paths, and you chose the one which takes longer to get a person into the USA. Why did you choose the route which takes longer for your spouse to arrive? There are benefits to it, so I presume you made that decision based on the benefits offered by the CR-1.

In IL it is the Secretary of State's office that regulates driving requirements. Most states allow foreign licenses to be used for limited periods, for example UP TO 90 days. Be advised that claiming residency can limit this time period. Depends on state law.
as suggested, "google" is your friend Google the IL SoS office and READ the law. DO NOT depend on what a clerk answering the phone tells you.
In Vermont, for example, a NON-resident may use a foreign drivers license (foreign country or another state).for UP TO 60 days But once they claim Vermont residency they MUST have a Vermont driver's license. Filing an I-485 is a claim to residency in Vermont and is ALSO sufficient to qualify for a Vermont drivers license. Alla had her Vermont drivers license before she had her Green card. She used her NOA1 from the I-485 as proof of residency and proof of allowable presence exceeding 180 days. That is the requirement in this state.
So, in this state, while it says you can use a foreign license for up to 60 days, that 60 days is curtailed if you file an I-485 lisitng a Vermont address as your residence.
