Your a most recent pay stub is the evidence needed to show "current income". The first message indicates her past income from her most recent tax return was not enough. If her current income is, upload her most recent pay stub.

Your wife is the primary sponsor. Your Brother is the joint sponsor. The requirements are the same for both the primary sponsor and the joint sponsor.

His wife should fill out an I864A and include the required evidence for that form since she is a household member contributing her income to her husband's, your co-sponsor's I864.
