The USC would include a check/money order or the G1450 form with credit card information with the I129F submission package.  As to when the USC will see proof of payment, anywhere from a few days to a few weeks.

You send it with the petition.   You need to print out and follow the optional I-129F instructions on the USCIS website.

I think the limit has been raised to $1,000

Have him double check the unofficial checklist on USCIS.  The process should not have changed because normally you attach the check or money order in the amount needed (FYI for money orders, or at least Western Union ones, they are limited to $500 so you will send two attached to the front of the application.  I did mine before the text notication paperwork.  
Receiving the receipt has been taking at least a couple months, but they backdated it to when they actually received the receipt.

There is nothing that must be changed. You traveled through Chicago (CHI) and it was so indicated. Everything about this record is correct so there is no need for changes. This information will be accepted when you submit your application.
 
We need a little housekeeping on your end. Many of our answers are predicated on the information you supply in your profile. When we look at the left column and can't determine your timeline OR your Embassy it's hard for us to give you a factual answer. Our answers will sometimes be tailored to a specific Embassy hence the reason for you to complete your profile. If you look at the profile of others here, they have a flag for their country, so it makes it easy for us to reply as we can quickly determine their Embassy.
