    No. "US Person" means solely from the tax law perspective and that includes permanent residents and then everyone else that has lived more than enough days in US to be considered a resident for taxation, pretty much in order to be considered a "non-resident alien" and get to skip on taxes you have to essentially come and go very infrequently.
     
    So yeah, she can sign it without any issues, she's claiming to be "or US person" so there's no false claim of citizenship going on here.

    Then there's no underlying petition in that case. Part 2, she'll tick box 1.f. box 1 for "The Cuban Adjustment Act", Part 2, items 3 for the receipt number and date of the underlying petition will just be left blank or she can write "N/A" in there.

    The green card being produced is a bit of a legal fiction from USCIS. That's just when they order it to be printed, it likely doesn't exist until the day when they mail it out.

    Block her and forget her, if she keeps trying otherwise then get a family lawyer and have them send her a cease and desist, followed by filing a no contact or restraining order.
     
    USCIS is prohibited by law from taking anything the abuser says into account for VAWA cases, similarly USCIS as a matter of policy doesn't take former spouses seriously because if they had to investigate every marriage that went sideways with a salty US Citizen then that'd be literally the only thing they'd be doing.

    Biggest issue is just getting there. Probably should designate Almaty, Kazakhstan or Tashkent, Uzbekistan as the processing post. Warsaw, Poland is the currently designated as the processing post for Russian citizens but Poland basically bans Russians from entry, though that could be worked around by flying to any other Schengen Zone country (e.g. Germany) and crossing over the border into Poland (internal borders for Schengen are unstaffed and don't perform any kind of inspection).
     
    Alternatively you could probably just put Moscow, Russia as the post and deal with it once the time for an interview comes. What you put on the I-130 is more of gentle suggestion than a strict requirement on the state department, they will schedule it wherever they see fit and if that doesn't work for you for any reason you have to argue with the state department to move it elsewhere. Only thing that designating the post on the form does is tell USCIS "this person is abroad, forward this I-130 to the national visa center on approval" with the alternate option being "this person is in US, hold onto it for AOS".

    Question: Any chance you were admitted originally as a refugee or asylee? That'd be one of the few cases where the resident since date would pre-date an I-485 approval. Refugees are granted one of their arrival date in US, asylees are granted one that's the I-485 approval date minus 1 year.
     
    If so then it's possible that the original officer erred in denying you naturalization back in 2022.
     
    Otherwise, you should be fine, I don't believe there's any requirement for you to correct a defective green card to naturalize, only that you present one or an I-90 receipt notice at the interview.

    Just give it 2 more weeks. Right now USCIS is taking 4 to 6 weeks to send the receipts. If you do not get it by the end of this month then reach out to your congress person. I would not send another renewal package. Back in 2021 my congress person helped me to get the receipt notices from USCIS after i waited 60 days. 
    When did USCIS received your package? Did you send it on Jan 31st or did they receive on Jan 31? In either case it is very early to panic about the receipts.

    Sadly I have no idea. You could probably ask your senator or congressman to inquire on your behalf and ask for expected timeline. They will probably give you an answer that the case is not eligible for an inquiry until a certain date, which would answer your question.
    Definitely weird but the way I see it: NBC basically pulled the case from Irving, TX to hand over to Vermont. Irving doesn't really do any real processing on their own usually, they just accept payments, issue receipt numbers, and approve/deny once they get a court order for it. NBC is pretty much the central processing and that's what they had to do in order to resolve the convoluted history of your I-485.
     
    If I were to guess it went something like this:
    Field office returned it back to where it came from originally (Irving) upon denial.
    You filed I-601 and I-290B.
    You inquired about what's going on with Vermont, then someone took a look at what's going on exactly, found the case sitting in Irving, and requested NBC to send it over to Vermont, then NBC did exactly that.

    My guess is that because your I-601 is with Vermont, they just sent the I-485 back to Vermont to deal with since right now the field office can't do much if anything with it. Then once the I-601 is approved Vermont will send the I-485 back to NBC which will then just approve it or forward it to the field office to deal with properly.

    So this is hilariously pointless. My I-765 and I-131 were approved. While I have an RFE for medicals (right now I'm waiting on the blood test results) and my old DACA EAD is still valid for 3 months or so.
     
    Like I'll take it just in case but it's definitely not the best use of resources to print a card that will be out of use in a few weeks.
