If you guys are ready for a good laugh, here's my congressman's reply to my inquiry:
"Dear Mr. ************ :
I have received an update from the Congressional liaison from the National Benefit Center. Your case is currently awaiting biometrics submittal and will not be processed until this step is completed. To schedule a biometrics appointment please go to: https://www.uscis.gov/forms/filing-guidance/preparing-for-your-biometric-services-appointment.
If you have questions or concerns, please send me a message."
If you click on the link, it's about how to prepare for your biometrics appointment. This is just like going in circles, not sure how to respond anymore.

Yes, don't lose hope. Explain to them what the link is about and how your biometrics has been delayed for x months without any directions. I have been through this and its horrible how they are asking you to find a corner in a circular room.

Before becoming the NBC, it used to be the Missouri Service Center, or MSC. That’s why our receipts numbers start like that.

I didn't mail but faxed them. You can send faxed online nowadays. Call them and see if you can send via fax or a copy signed via email

Yes. I sent it to them right away. Not sure if that helped my approval but day after the person I was talking to said that they’ll send it up to USCIS, I got approved.

I'm so sorry for you. This is such a hard time to lose someone and I feel your pain.
My latest plan is to push for emergency biometrics, potentially at the field office during the info pass appointment. I will stress that I need to have biometrics done before I leave and that I need to leave ASAP. I should get the death certificate tomorrow and will get the ball rolling then. I'm happy to update you on my status if you'd like.
When my first grandparent passed in April, I tried to go through my senator's office as well. Turns out though that that was one of the only times where the USCIS hotline was more helpful. I made the expedite request Friday, had my infopass appointment on Monday, and left with AP (valid for 1 entry within 60 days) in hand.

Yes I remember one time hearing an USCIS official testify before congress and he was proud that USCIS did not have many cases “outside of normal processing times”. This means it’s something they are proud to show and they are willing to do anything to keep that number low, such as increasing processing times when needed. I submitted an ‘outside normal processing times’ request anyways as I don’t care anymore, I put August 1st 2017 as my PD so the system will allow it thru. Everyone should be contacting their congressmen, senators, ombudsman, send emails to USCIS and call them asking about their cases and if possible call in the morning to be called back by a Tier 2 operator. That’s all you can do without getting the courts involved.

you can still try to expedite without biometric, I request expedite request without biometric and USCIS granted the request and approved my I765 on July

Lets hope so. i have had enquiries with T1,WKD,SR and now a T1B1 with the message below
On August XX, 2020, your Fingerprints/Biometrics, referral number T1B was assigned to an officer for response.
I honestly dont expect anything more that the message below
Your ASC was open on Blah Blah 2020 and you need to wait 90 days before an enquiry again.
Iam like what if you get Furlough and USCIS is closed by the guy in the white house..
They are like: we have no idea but we can only read like monkeys from the pre printed message. Sorry cant be of help. i stopped calling them.

how is this happening I don't understand. I hope they schedule interviews ASAP. How and for how long are people supposed to survive during this times without work

It should say it on your receipt notice for I-765, at the top if I’m not wrong. It’s usually NBC for everyone

Massive news guys, USCIS just said that you can now start working with your approval notice even if you don’t have the EAD in hand, as long as you get approved by August 20th 2020 though.
