May I ask what country you are a citizen of ? Any red flags like age gap? Not enough visits to see you ? 25 months is insane to be waiting.

Every couple has their own priorities, and each couple must decide which visa is better for their situation.
    K-1
Slightly faster arrival in the US (currently about 5 months sooner)
        More expensive than CR-1
Requires Adjustment of Status after marriage (expensive and requires a lot of paperwork)
Spouse can not leave the US until she/he receives approved Advance Parole (approx 5-6 months)
Spouse can not work until she/he receives EAD (approx 5-6 months)
Some people have had problems with driver licenses, Social Security cards, leases, bank account during this period
Spouse will not receive Green Card for many months after Adjustment of Status is filed.

    CR-1
Slightly slower arrival in the US (currently about 5 months later)
        Less expensive than K-1
        No Adjustment of Status(I-485, I-131, I-765) required.
Spouse can immediately travel outside the US
Spouse is authorized to work immediately upon arrival.
Spouse receives Social Security Card and Green Card within 2 or 3 weeks after entering the US
Opening a bank account, getting a driver's license, etc. are very easily accomplished with GC, SS card, and passport.
Spouse has legal permanent Resident status IMMEDIATELY upon entry to US.

Will he have his interview in Dubai?  @Lovetoteach is a member here with a similar situation and could probably shed some light on your questions.

My guess would be you would have better luck with a CR-1.  The difference in processing times overall is not huge, when you factor in the possibility of more scrutiny/extended AP with a K-1.  Seems like you have much more than the average number of visits though, so that bodes well!

Hello everyone. So me and my fiancé have been together for 3 years. My divorce took a while so it tied us up. I’m 41 he’s 33. I’m American and he is Pakistani living in Dubai for 13 years. I’ve visited him in Dubai 10 times (as of next month) in the last 25 months. Obviously we have beyond tons of evidence for each trip and everything else in between including chats, western union stuff, mail packages, ring receipts. Will they think we look too married ? My divorce was final in April of this year and then he officially proposed lol. We can marry next month in Dubai but are afraid to get stuck in Nebraska with a huge wait as I’m 41 and we want a baby soon. Thoughts on k1 vs Cr1 ? UAE embassy. I also have 5 kids from First husband but my income is 6 figures so no worries with needing a co sponsor. Thank you all ❤️  Also I’ve not traveled to Pakistan. His dad is very elder and his mom deceased. He works a lot and doesn’t get much time off. I’m not comfortable with traveling to his village as our state dept has warnings posted not to go and get a permit if you do. I do have pics with cousins and nephews. Will this be ok ?

It got by USCIS and is at the consulate?
Bluntly put, your worry is valid, and you're probably toast.

The lesson here, and easiest thing to do, is to screen one's communications before sending them for official scrutiny.
Never underestimate the scrutiny or absolute power of the consulate over your case.
