Hi everybody, i know all of you have a lot of question, only i want tell you all, please read experiences like  I751 June 2018 fillers here on VJ.
I traveleld  like everybody on the forums  with ext letter and Expired GC without any problem. So travel.
My  case  was: Sent i751 July 2018. Received ext letter 18 moths, because the wait can be from 1 year to  2 year. 
Bio appointment Aug,16,2019  Same date at uscis page updated fingerprint completed.
Transferred From VSC Vermont To Potomac  May 10 2019 
Green CARD approved Aug-28 2019. Card on hand Sep-4th-2019.
No more evidences, no interview.  Relax you are only starting. Good look. 

Just an update to you all. Got confirmation today of acceptance.

I would (and did) say no. 
You have received a letter, but no NTA has been received and no other proceedings have commenced at this time, as confirmed by your call to the 1800 number.
 
Note that you can mail it from anywhere, if that is a concern for you. 
 

Like @mindthegap stated (great job with the experience btw!), the answer would be NO since you only got the letter telling you that you were out of status but not in actual immigration court going through the motions of deportation, etc.
 
Situations happen and the best we can do is work with what we have. Make sure to include death cert of your mom, birth cert of your baby when submitting evidence with your letter on why you failed to file Removal timely.

Please use your new address as address changes can be very tricky with USCIS. 

What happens next is (normally) a NTA will be mailed for you to appear in immigration court to plead your case about why you should not be removed from the country.  The "why" will likely be very relevant to the judge, so best be prepared to answer that.
 
I'm not entirely certain if a filed i-751 two weeks from now will automatically overturn/halt any current proceedings USCIS may wish to take against you.  
@geowrian can probably comment better on that than I can.
 
Absolutely consult a lawyer when in any type of removal proceedings.
 
 

Oh goody...my area of expertise. Having been (and somewhat still being) in the same situation, I will type a lengthy reply with some facts. Not alternative facts as one poster felt the need to type in response.
