    when changed to non-immigrant that mean that soon they will issued the visa, that is the rule, change to nonimmigrant then issued, congratulations

    When it turns to "non-immigrant" your visa is in it's final stages of production and will change to "issued" when it will be ready for pickup/shipping (this area is embassy specific).

    When the Embassy is ready to issue a visa, it will change to "Nonimmigrant Visa Application"; at that time, you will know that you are a few days away from getting the visa. It will go from "Immigrant Visa Application" to "Nonimmigrant Visa Application" status and then your visa changes to "Ready" ==> "Administrative Processing" ==>> "Issued" status as well. These steps sometimes transpire over a day or even a few days. Some smaller Embassy's it happens within hours.
     
    Sometimes, it might skip "Administrative Processing" and go from "Ready" to "Issued".

    The situation in VE is precarious and unfortunate. 
     
    In re to moving case to another embassy/country, a friend who just completed AOS with Cuban spouse, did it thru Guyana as embassy in Cuba is also closed and beneficiary DID NOT have residence in Guyana. 
     
    This is beyond your control and the world knows what's happening in VE. Whether Bogotá or another country, I wish you the best.

    For what it's worth, NVC is not sending any new cases to Caracas (per my phonecall with NVC this week).  I believe all cases currently in Caracas will be sent to Bogota (per emails that some couples in our caracas whatsapp group have received).

    We are trying to move her case to Bogota, but her USCIS case hasn't arrived at NVC yet.

    We just got one from the website in Venezuela.  Took 3 days to get electronic copy.  It is working but you can only apply during certain times based on the Venezuelan citizen's ID number.  For example, my Finacee had to apply on Mondays based on her ID number.
     
    Also, per the US Dept of State website, police certs are good for a year.  I've seen other posts stating 3 months/6 months.  Here is the link and you can read for yourself:
