Montreal seems to be a slower consulate.  

My cc date was July 25th and I'm still waiting. I'm hoping they start scheduling for October this week or next

My thinking of time frame is solely based on the spreadsheet.  

I haven't called the NVC to confirm this thought, however I do believe NVC wouldn't even have the answer for that.

Also, when you pay this fee make sure you print the receipt upon payment as you wont be able to access the receipt again. (This is for records & border if needed)

No not yet. September interviews have been filled up. So maybe in October
