You are correct, online filing is not allowed from abroad.
1. Filing your Form N-400 online
If you are applying based on your military service, are applying from outside of the U.S., or are applying for a fee waiver or reduced fee, you cannot file your Form N-400 online. Please see section 2 or 3 below for how to file your form by mail.

1. Not sure, but if filing via INA 319 (b), it makes sense to use N/A.
2. I would file online, much easier, and generally a little faster since USCIS does not have to digitize your application.
3. I am not sure about this one.

So I made an account at the new USCIS setup website. After having to bleed a goat over a bed of fresh arugula, conquer Pac-Man with a perfect score and spinning around naked 10 times while crying and punching myself in the face, I finally got to input my 77-digit password with no less than 35 special characters, none of which can repeat. After doing all that, I've learned that my case hasn't changed since I submitted anything, which I also knew before I had to split my soul into seven Horcruxes for the info. It's seriously that bad to make an account there. And if I lose my one time login password or accidentally don't capitalize a letter on one of the 42 personal questions which you must answer ALL of, I have to defile myself in front of no less than 10 FBI agents while they throw popcorn at me.
It's going to be a long wait.

Exactly, I had to use the new USCIS website. The old one doesnt show any status update, it says "At this time USCIS cannot provide you with information for your case."

Hi everyone! First time poster. I filed my I-751 paperwork in late February 2018 at the CSC and haven't seen any updates on the USCIS website until today. Today, this message popped up! I would assume this really means they are reusing my old fingerprints and I wont have to wait to get a biometrics appointment.
