Time flies fast... Now I wonder how much time it will take for NVC and how much time we have between receiving the case number and the interview.
Let me know if you know, please)
    Thank you

Ignore those instructions as they are for the CR-1 people who are immigrant and are treated differently. Here is the explanation why you are seeing what you are seeing.

The K-1 process is quite strange. For a time, it is both a non-immigrant and immigrant visa type. That is why the links (what you received in the email) will send you the process for immigrant which would be the I-864 and DS-260 even though it truly is a non-immigrant visa requiring I-134 and the DS-160. As you go through the stages, within the NVC system you look up your file under immigrant (CEAC.gov). It stays that way until after your interview and the approval and your visa is ready for issue. At that point, it changes over to non -immigrant. It truly is a non-immigrant visa with immigrant intent.

Every one will see "in transit" and "case ready" when viewing CEAC, those are pretty accurate statements.

Call NVC and ask for the invoice number.  Everything from USCIS and NVC is sent to the Petitioner. Everything from the Embassy is sent to the Beneficiary. If you signed up for email you should get a copy that way but it is NOT 100% factual. Hardcopy is mailed to the Petitioner and takes about 2-3 weeks to arrive.

Check your case status here: https://myaccount.uscis.dhs.gov/ if you're not registered there, do it.
In my case this message meant NOA2, as soon as I received the e-mail, I checked and then called my fiance to look for the hard copy which came a few days later.
It also seems that these people want us to really prove we want to do what we're going to do by creating these mysteries

That file could have been transmitted electronically. Our statement concerning that the cases are sent every two weeks is only what we see. We have yet to see anything published or confirmed by NVC that this is their new procedure. So this is just "boots on the ground" observation and your mileage may vary.

How many visas does the US issue per year? The permanent visas are issued to people applying for green cards and make up about 5 percent of the 11 million U.S. visas issued in 2016. Among the nonimmigrants visas, there are 81 categories. Each has its own set of criteria and application process.Apr 19, 2017   So USCIS process 11 million visas each year and you think they are "stupidly unwilling (laze) to work". I am a bit bias and protect of the Job these people do at USCIS, NVC and your Embassy to put up with people who are of the mindset of ME TOO, WHY HAVEN'T YOU FINISHED MY CASE and I'VE WAITED LONG ENOUGH. This is a privilege and not a right to have a visa to move to the US. Not every Nation does this. We have one of the most lenient Immigration Laws. I wish people would be more appreciative.   As a spouse of a Filipino I can go to the Philippines but the longest I get to stay is 1 year. Then I have to leave for one day and travel outside the country and then I can return and I get another year. Or, I can pay for a ARC-I card that has to be renewed every year. There is another visa that requires you to buy a bond for 10K (?) and that allows you to stay but you have to update that from time to time. So here you come to the US, pay your fee for your GC for 2 years then you file again and you get to stay another 10 years on that GC. Never during the 2 year or 10 year period do you have to show up at some Government Agency and pay more or re-register. Pretty easy process.   Don't come back with any ####### about blah blah blah. I don't care about your feelings.

    NOA2 - 08/13
    NVC # - 08/29 (called)

We explained that we need our documents to be sent to Kyev instead of Moscow, since in Russia there's a problem with waiting (the number of employees was cut in it, so people wait for their interview for months).

    NOA2:  08/14/2018
    NVC #  08/28/2018

the woman on the phone wasn’t very pleasant but at least I got my #

she said the petitioner name didn’t match what she has on file.  I said how can that be, it’s correct on the NOA2?  The have my middle name as my first name, and my first name as my last name.  Asked her if it would affect the visa at embassy, she said no.  But I can correct it by sending a copy of my passport using an NVC inquiry on their website.

Here is a better total picture of what to be doing during this time while waiting on NVC to assign you a case number.

What to send to your fiance once the I-129F is approved (Receive NOA2):
    1. A copy of the entire I-129f package (that you made when you sent the petition in) and a copy of information that you sent back due to an RFE (if you received one). Your fiance should review this information in advance of the interview (the embassy will have copies of this as well). 2. Send copies of the documentary proof that you submitted with the I-129F for your fiance to have on hand for their interview at the embassy. Your fiance should review this information in advance of the interview (the embassy will have copies of this as well). 3. Send an original letter affirming your desire to marry your fiance and your continued support of the K-1 Visa. Sign and date the form. This will be similar to the letter you provided with the I-129F, but dated much closer to the interview (it will have most likely been several months since you submitted your I-129F). 4. I-134 Affidavit of Support form. Ensure it is signed, with all required supporting evidence. Begin collecting the required information ahead of time, as it can often take several weeks to collect it all. 5. You will need several items (for the above form). Gather duplicate evidence of income and resources as appropriate:

    (A) Statement from an officer of the bank/financial institution with your deposits, identifying the following: 1. date account opened; 2. total amount deposited for the past year; 3. present balance
    (B) Statement(s) from your employer on business stationary showing: 1. Date and nature of employment; 2. salary paid; 3. whether position is temporary or permanent (also include copies of your last two pay stubs and your previous W-2 for the associated employer if available)
    (C) If Self Employed: 1. Copy of last income tax return filed (or IRS transcripts); or 2. report of commercial rating concern
    (D) List containing serial numbers and denominations of bonds and name of record owner(s).

Begin collecting these ASAP after your NOA2 arrives. See this FAQ for more tips and useful information on the Affidavit of Support Form. 6. A copy of the NOA2 that you received in the mail. (backup information; the embassy will have copies of this as well) 7. Proof of your ongoing relationship. This needs to be taken to the interview! Include photos, travel documents, emails, online chat logs (pick several over the prior few months), etc.. from between the time you filed and present (NOA1 until date-now).

Examples: Copies of land line and cell phone bills, appropriate emails and letters you have sent including the stamps on envelopes (to document the date they were sent), and other written documentary proof. Provide a reasonable amount; two to four of each type. Pick a range of dates up to and including the present. You can also include a copy of engagement ring receipt (this is something that is a big optional - do not worry if you do not have a ring yet!)

the next step is waiting NVC to assign you a case number (usually takes 14 days or more) and send your case to the embassy in Dominican republic.
for each country, the documents you need, differ. you will surely need a copy of your 129f application, NOA2 notice, ds160 form completed, income verification (pay stubs and or letter of employment) tax returns from the last 3 years, 1-134 affidavit of support, pictures showing you two together, passport pictures of the beneficiary, bank statement from the bank showing petitioner's account details going back one year.
