Case complete!! Alhamdulilah 

So today my wife called NVC and the lady on phone informed her that our case is not complete yet as soon your case will be CC you will receive a notification email.

There's no evidence to "submit"....they fill out the DS-160 and interview. They can carry documents with them such as bank statements showing they can afford the trip and ownership of the business, but the CO usually does not look at documents.  There's nothing to "guide" them other than maybe how to fill out the DS-160 form and guide them to the embassy/consulate.
 
They are free to apply. I wish them good luck.
 
With 2 previous denials, it's unlikely to be granted unless there is a material change in circumstances. Also, having a child soon would be more of a reason for them to stay and/or help take care of the child, which is considered work and not allowed on a tourist visa.

Just to give you guys an update. My wife is now in US. She came alone since I didn't had many vacation days left.
I booked her flight through Etihad so that she does not has go through security in US. No issues, all immigration and customs was done at abu dhabi airport and your luggage comes in at domestic transfer belt in the states. It saves a lot of time when you land in USA.

Got a CC this morning at 5:50 am (California). First email received was one saying there was an updated status. The next email to arrive immediately was informing us of being "documentarily qualified" and that NVC would be working with Naples consulate. 
 
 

I have already figured  it out. My wife lives in california and cousins marriage are allowed 

Update: I just received the email that says that everything is complete and that they will work with the embassy to schedule the interview.

Same thing happens to me I uploaded my doc on 13-Sept-18 and on 19-Sept-18 all doc accepted expect my passport scan copy as I uploaded in landscape instead of Portrait. So I uploaded in Portrait and resubmitted again in JPG.So yesterday I ask my wife to call NVC to check why it's taking so long. So the NVC guy checked and said its again in landscape and will get the rejection. If I check on my computer it's in Portrait as well on CEAC and on my Phone plus on my wife phone. But if my wife and NVC agent check on the computer(CEAC) its show in Landscape. So long story short one guy on VJ face the same situation he asks me to scan it in an A4 format ( Portrait) in PDF and don't crop it and upload it in the additional doc with comments when they will review your doc will get this one too and you will get the CC. So I did the same hope will get CC in the coming days.

Fed up with this passport scan problem kindly guide me in this 😡

I am confused as today I ask my wife to call NVC to check why it's taking so long. So the NVC guy checked and said its again in landscape and will get the rejection. So I can say my bad luck so have to wait for the next rejection and then will again upload it and this time will upload in PDF instead of JPG to avoid any rotation error. So should I scan PDF without any Crop???
