Congrats!!! I'm Aug 18 too (from Norway!). What number did you use to call USCIS and that tier 2 person? 

Congratulations.... 2nd person I read that got the approved notification after talking to Tier 2 ...

It must be a little frustrating to hear of others who filed after you getting their approvals, but I just had a glance at your timeline and honestly, I would just stick it out a while longer. As another user said, don't be afraid to get in touch with them if you really want to. You don't need to worry about annoying them or coming off as a "complainer", as long as your inquiry is succinct and polite. However, if you check USCIS processing times, it still shows August 1, so you're not technically outside of the normal range just yet even though you can see that others who filed later than you have been approved. It could be that the reviewing officer's pile that your petition is in is just going in a different order or had some more difficult petitions that required more time to review you never know. I would wait a month before starting to get antsy. If September starts and you still haven't heard anything then by all means.

Approvals came in the morning (a lot of them)
 
and most approvals are not updated, however most rfes are updated  so that's one reason.
 
another reason is just like @lilit829 said, they are sending rfes for even things people sent! Like letter of intent to marry, or even when the passport pictures background is not white enough or the size is not exactly 2x2 (most countries use different sizes)
 
also the new administration loves rfe, shows strictness 🤷‍♀️ Or so" they" think.
 
dont worry about it much, if it happens it happens. Rfe is not a denial, it is a good opportunity to solve problems

You know how I was so negative and all of those numerous sad faces I have posted on here girl. Lol! You're one of those persons I met in here that made me learn how to be optimistic inspite of what's been happening regarding the process. Remember those "no sad faces as it might scare NoA2 days?" I am grateful for those reminders from you, girl! And thank you to all of the people I've met in here. You guys have all been really helpful.

I have stalked these forums for months and they have been a great comfort to me throughout this process, so I thought I would share some good news and some helpful news.
 
First - the good news. We were approved!!!! NOA1 received August 3rd and approved on February 15th. So. Relieved.
 
Second - the helpful news. At six months of waiting, I got pissed and decided that I was not going to rest until I found out what was really going on with my application. I called USCIS and harassed the people on the help line until they sent me to a tier 2 supervisor. By harassed, I said it was absurd that this was taking 6 months and that I couldn't get an update on my case until the website was updated to show that I was past the normal processing time. Made the point that that they hadn't updated the website in nearly 3 months, even though they say on the site they do that every 30-45 days. I wouldn't let it go until they transferred me. Then, I basically said the same thing to the tier 2 supervisor until she eventually told me how many times my application had been "touched." She said she would submit a request for information on my behalf, but that I would have to wait 14 business days for a response by mail. So absurd. I accepted that, but still did not stop.
 
I called the district office for my congressional member. The district office, rather than the D.C. office, helps with these kinds of requests. I asked them to inquire about the status of my application. 
 
Three days after I harassed immigration and two days after reaching out to my member of Congress, we were approved. Not saying there's complete causation because we were overdue for approval butttt it doesn't hurt to try something like this if you're feeling powerless.
 
Bottom line - don't give up and put in the hustle! We can do it

Just thought I could share some information I learned today after being on hold for a few hours. So the USCIS has up to a month to look at the RFE response you sent back and reply within a month. Which I hope is accurate. Just thought I’d share!
 
also, idk if any of you have read my depressing posts about my RFE, I’m currently in the process of requesting juvenile records that state I have no record. Sent it in today and may take up to 2-3 weeks. So I’m in the waiting stage.

After 197 days waiting and my case been approved. My birthday is tomorrow, this is my greatest birthday gift ever.

I personally give my case a 220 days to start worrying and 250 days window to really start worrying.
 
i checked my case a lot of times (I'm a perfectionist) but these delays has nothing to do with that anyway, and they also give rfe for anything these days.
 
we both have no criminal records let alone arrests anything related. He was in the navy till march so I know he is extremely clear too. No marriages, hence no divorces, no kids. No family member also related to anything like this. Have both unique names that even Americans can't pronounce although it is a common Irish name. Basically nothing. Both letters of intent is in, both pictures are sent, full pages of the passport. And stamps and pictures from 7 travels, and tickets and hotels and everything you can imagine them asking is in.
 
yet I know I still may get an rfe. I'm not scared of it. I don't think I'm suppose to get it by I'm not worried of it.
 
200 days is long but under the current circumstances it is nothing to be worried about.
 
8/7 is a day with mountain level applications which is also another reason not to be worried about the delay. Because average is almost 200 days right now. And stressing over it before anything really happened wouldn't help you or your partner  
 
but this is all just how I think so obviously you are free to stress..

Just called USCIS for 1st time, the man said they have officially began processing Aug 1st 2017 cases for processing times for Aug 2017. 
I read before it was June 1st last week so its been updated.
