The number for Tier 2 is the same number you call for Tier 1. You can just ask them to transfer you to Tier 2 once they finish what they have to say. I've called twice and both times had no issues getting transferred. You don't have to be demanding. I just said "Can you please transfer me to Tier 2" and they did.

I know it's tough but many are waiting with you. Hang on tight- it's coming! 

I have.. I just get the usual spiel at this point, sometimes they're nice telling it to me. Sometimes they're jerks (like today) 

Am sorry it's taking so long but we really can't tell you what's wrong.
Sometimes, nothing is wrong.
There's girl from May who JUST got her NOA2 last week, with No RFEs or anything. And she put in so many requests and was always told "within processing times" or "case is pending." Sometimes whoever is adjudicating your case might be taking their sweet time 

But we're here for you. I know it's tough and it's perfectly okay to be frustrated to the max but

I was at 201 days when I got my reply yesterday and I was pretty calm before I checked my mailbox (though I did run up the stairs screaming like a crazy person cuz the envelope said 1/1)
Because at that point, it's only a matter of time. We waited 7 months, what's another week? Lol

Hoping your approval is coming in the mail soonest like mine which surprisingly showed up yesterday!!!!!!!!!!!! 

We're an Aug 9th, USCIS just doesn't work completely in order.. Right now it seems like they're trying to get average times down. If it helps, Aug 9th (one of the dates with the fewest filers, for what it's worth), was barely touched last week. If it's any consolation, the faster they get to months ahead of us, the faster we can submit proper inquiries

WE GOT NOA2!!!!!!!!!!!!!!!!!!!!!!
Letter arrived just now, mailed on Feb 20th and letter arrived today the 24 so noa2 should be 02/20
Both USCIS apps still say case received and so does online.
I have a sigh of relief knowing my fiancé and I will get married soon.

Just called USCIS for 1st time, the man said they have officially began processing Aug 1st 2017 cases for processing times for Aug 2017. 
I read before it was June 1st last week so its been updated.

NOA: August 1 here.. Happy to see August filer got their NOA2.

Guys I think I missed some questions so here I will answer all at once:
 
1) country does not affect how long you wait for noa2
2) Dates don't go in an order, if that was the case Forget August or July, even June wouldn't start yet.
3) I will of course do a full day scan later!
