You aren't posting negativity. I can completely understand the feeling of hopelessness combined with missing your fiancé so much. 
 
If it is of any help, I know of a couple who were on the same boat as you. Their NOA2 came through by around 6 months. Thereafter, the process was much easier for them. At the moment, they are happily married... (This will be you two, hopefully; this time next year ♥️)
 
I am so sorry I can't give you a practical tip, and can only tell you things that won't change how you feel but please please remember that it is so close now...You aren't alone.
 
Try calling at 6 months mark again I think, especially if he has called more than once?

Just called back to set up an Expedite.  Set up the expedite.  He did say that if it has not been 15 days since it was sent then they still have time.  The are supposed to get back to me in 5 days on the Expedite.

03-25 mailed
03-29 received (whoops, I said 03-28 last time)
04-04 noa1 Forget what day we got it in the mail
07-27 noa2 (electronic notification)
07-31 noa2 in mail
08-09: NVC received (fiance received an e-mail)
08-09: NVC case# assigned (in same e-mail)
08-10: CEAC status showed "ready" (received at Montreal). I sent in the packet 3 stuff.
08-11: Submitted packet 3, paid my fee and was able to schedule an appointment. 
 
The earliest dates available for Montreal were Sept 6, then the 13, 20, and 27

We have same timeline. We are still a month away at least.
Call in 30 days but be persistent to talk with tier 2 . Even then no promises.
Prior poster just got lucky his calling had nothing to do with the NOA 2.

Hoping... But cautious, since you never know with this process
