it’s not based on where you live. USCIS has its own internal system of petition distribution to spread out the workload among the service centers and any further details are not public knowledge.

Please use the quote function or tag people - otherwise they won’t know you’ve responded to them.
Anyway, as you now know, there are no other steps for at least a decade. No point in anybody giving you info about them as the process may well change between now and then, but you can come back and ask if you have any questions about it once his case is at NVC.

For your case, you son isn't going to do any biometrics (@USEM) until 9+ years from now based on current visa bulletin. Good luck.

Most consulates just do the biometrics at the interview. But as said above, you’re many years away from that, by which point anything you find out about the process may well have changed anyway. No need to worry about biometrics for a loooooong time.

My guess is that it will be much longer than 7-8 years.

USCIS field office in India would have nothing to do with your petition.
Once I-130 has been approved, it will go to NVC to wait until couple years before visa number becomes current. F1 visa (unmarried child over 21) currently has about 8-9 years wait. Make sure to follow visa bulletin on state.gov so you see how the dates change (or not).

That is very odd! I got my OCI from a tourist visa, it took 10 months in India until I got it.
I don't know how long processing time is in TX. But you're probably better off doing there. I'm getting my kids OCI in the states rather than India.

Been amazed lately of all those who have received their Green cards so quickly without interview and without notice of interview waiver. I am wondering if they instituted a new procedure for the processing of GC?

It looks like it's official! Got another noticed today "On December 21, 2015, we approved your Form I-485, Application to Register Permanent Residence or to Adjust Status."
