No, not every CO at every consulate gets annoyed by this. I never had a problem offering my docs and having them looked at at any of the 4 tourist visa interviews I attended for myself. I suspect embassies which are not inundated with tourist visa applications are more patient with applicants. OP is applying from a VWP country, so the embassy is probably not particularly busy (a notion supported by the fact that Rome only has a 2 calendar day wait to get a B visa interview).

During the interview for B2 they usually even don't look at any documents only the form you filled out online which contains pretty basic questions. Moreover they get angry when people are too pushy and trying to show their connection to the country where they apply for visa.
They gonna ask questions about your trip to the USA and you have to be honest. That's it.
Just apply and you will find out.
