Unfortunately, you have made several serious mistakes. I wish you had come here before filing : 1. Your mother can have no derivatives. She is an immediate relative of a US citizen. You need to file a separate I-130 for your brother. 2. Your brother cannot adjust status through you as his priority date will not be current for more than 10 years in the future....maybe 20 years. 3. Your mother, as a legal resident, can file an I-130 for your brother, but it will be several years, minimum, before his priority date is current. Do not allow your brother to file another I-485 now. It will be denied also. If his I-94 has expired, he is out of status. I suggest you find someone who is knowledgeable of the process or an immigration attorney to help.

No, a DCF won't happen that fast. There are still several items to complete such as marriage, submission of the I-130 package, medical exam, etc. and you have that extra special Philippine exit requirement stuff. -

Yes. However, "expedited" does not really mean fast. It can still take several months. In addition, you have to request another expedite at the NVC/consulate level later in the process. DCF cases are, relatively, a great deal faster. -
Until April, the I-131 and I-765 are free if filed together with or after the I-485 package. Form I-485, Instructions for Application to Register Permanent Residence or Adjust Status (uscis.gov) "Filing Form I-485 with Forms I-765 and I-131 If you properly file Form I-485 and pay the required fees, you may file Form I-765 and Form I-131 without paying additional fees. You may file these forms together, or if you choose to file Form I-765 or Form I-131 separately, you must also submit a copy of your I-797C, Notice of Action, receipt as evidence that you filed and paid for Form I-485."

No. I took evidence to cover the period starting after filing the initial I-751. They already had the other evidence. I think I did take all of our tax returns. -

The interview was easy. As the officer said "We are here to help your wife become a citizen". After the I-751 part, I went back to the waiting area. A little while later the officer escorted my wife back out and said "she passed". -

We had a combo interview in Dec 2022. Officer wanted to see evidence of bona fide marriage from date of I-751 to interview date. I was prepared with bank statements, leases, etc. He wanted to see evidence of a paper trail showing we were at same addresses....leases, driver's license.... Note: I was notified only 2 days prior to wife's interview that I was required to be there for the combo interview. -

Yes, the free I-131s and free I-765s are gone. I agree that many will forego the I-131....then they will pay a lot higher price. Yes, it looks like an I-485, I-131, and I-765 will be close to $2500. That's close to a 100% increase in total. -
