    Failure to respond to that RFE is a guaranteed denial. Failure to answer the RFE sufficiently is a guaranteed denial. Now is the time to throw everything you have at them.....especially evidence showing you live at the same address, evidence of shared expenses, and evidence you are actually sharing your lives together. Normally, such evidence should be plentiful. Concentrate on what you have. Good luck. Now is the time to think about what evidence you can muster.

    Yes, he can interview in VN. By the time he completes the DS-260, he will have returned to VN. NVC will assign the case to the consulate where he resides at that time. Even if NVS assigned it to Taiwan, the location can be changed.

    His physical address is where he actually is or was.. USCIS will not mail him anything. Beneficiary will not be sent anything physically until his passport is returned after his interview.

    Wife's application initially showed 7 months.....interview was actually 4 months later...in Dallas.

    OK. Thanks. I believe this is going to be a long process resulting in a trip to home country for consular processing. She can't normally adjust status since she entered without inspection.

    Are you sure that the consulate schedules the interview? Employment-Based Immigrant Visas (state.gov) "Once the NVC determines the file is complete with all the required documents, they schedule the applicant’s interview appointment. NVC then sends the file, containing the applicant’s petition and the documents listed above, to the U.S. Embassy or Consulate where the applicant will be interviewed for a visa."
