hello pharaoh7, may i politely request that you do not type your sentences with all caps (capital letters). typing in all capital letters is like screaming. yes i feel like screaming at nvc too but out here on visajourney we are all friends and trying to support each other while treading our way out of this messy long journey

bogota, whenever you call the nvc insist on speaking to the supervisor. if none is available ask them to officially put a request in for a call back.

Many cases take longer to be completed not because the applicants did something wrong, but very often because the USCIS/NVC messed something up along the way.
If you think logically, people with older priority dates have been away from their spouses for much longer. I doubt anyone would do that on purpose..
We have done everything right the first time, just like you. We overnighted everything to USCIS and NVC, paid fees the minute they were available, triple-checked all forms.
We never got a RFE or a Checklist for anything we did wrong, but we've been unlucky to:
- have our I-130 sent to the Nebraska Service Center (which is never faster than 5 months for the NOA2);
- dealt with NVC's website issues that prevented us from filling our DS-260 for over a month;
- had the NVC lose our police certificates (even though we wrote the case number on the top corner, as advised). We had to mail again, adding another 30 days for review;

I guess I chose the US as I like it here more than canada but we all should not be punished, we are all contributing same way or perhaps even more. We are paying for the supervisors salary collectively as well, w/o all the immigrants there wouldnt be nvc and hence no need for all of them

welcome back and good luck.
photocopy is probably fine for the form, but i think they require original signature on both i-864 and i-864a or you may get a checklist, they probably treat each individual case seperately and cannot tally its the same form by same sponsor and co-sponsor. better safe than sorry.

ds-261 will always say completed, even after case complete.
once you get to pay both the fee they will stay paid until ds-260 is completed and reviewed and even then ds-260 will say completed. They will not change to Reviewed.
the only indication of case complete after an eternal wait will be that AOS fee will change from Paid to N/A.
if you haven't had your ds-261 reviewed yet, call the NVC and have them review it. some of us have found that calling 603-334-0888 (option2) and requesting them to submit/review ds-261 will go smoother, most probably they are same folks but they sure sound more empathetic.
After about a week of ds-261 review you will be able to get invoiced for AOS fee, depending if it hasn't been invoiced yet. If it has and you have paid it and its already showing as paid, you will get invoiced for IV fee. But since May none of us can predict the sequence of event with which things could/should/would happen. But maximum you should wait is about 1 week and then start calling NVC.

oh joy, i guess that's there message of the day. I was told about missing PCC today as well, this is after they said i have no checklist item other than ds-260. I am not going to send it for now, and talk to another rep or supervisor. ugh.

[2] Also not a good idea to marry in any form in Mexico if you are applying for KI. Any photos of marriage ceremony in FACEBOOK by your friends or any social media will kill your case. You never know who will post them and you have no control. It might be a good idea to get married in USA and then have another ceremony in Mexico afterward. Since you are already married in the USA, the church in Mexico might be more flexible
