    The other posters are correct. Unfortunately you're not the only one who would like to move to the US for work, and there really is no general purpose working visa available. As mentioned, the H1-B is not an easy visa to obtain and is substantially more beneficial for people who are already living or studying in the USA than it is for foreigners wanting to move here.
    Do you have Australian citizenship? If so, and you have more than 12 years' work experience*, you could look into the E-3 visa. It still requires sponsorship, but it is allocated solely to Australian citizens so far easier to deal with.
    Otherwise, your most likely options involve either winning the green card lottery or waiting for immigration reform, which may include more provisions for easier access to highly skilled working visas.
    (*each 3 years of work experience in the same field is seen as the equivalent to 1 year of college-level education, so 12 years of work experience would be the equivalent of a Bachelor's degree)

    On 3 occasions in 2012 I was granted 90 days upon entry. The 4th time, I was re-entering after a trip to Mexico so I was still bound to my initial 90 days.
    I am not disagreeing with you that there are risks or that it is discretionary or that there are behind the scenes guidelines in place. But the rules that you stated as fact are in reality non-existent.

    No, it's not.
    I am not asking anything to do with immigration reform, law, policy, what have you. I am asking what the OP proposed to do about the 11 million people already here. What caused this situation is not what I am talking about. Because no matter the reason, the situation already exists and making it harder for people to enter the country illegally does absolutely nothing to solve that situation.

    According to the OP's timeline they already have the K-1 approved, so can't enter the US on the VWP unfortunately.

    I'm definitely not an immigration expert. I am just a regular person who in 2012 entered the USA on 4 different occasions in six months on the VWP. People do this all the time.
    There is no hard and fast rule about how many times you can enter within 12 months on the VWP. Yes, it is at the officer's discretion and if they think you are using the VWP to circumvent immigration law in an attempt to live here on a temporary or permanent basis, they will turn you away at the border. But there is definitely no set formula, and the explicit rules you stated simply don't exist. It is discretionary and situational.
    Maybe it is risky for the OP to try and enter again soon after a 90 day stay, but implying that there are strict annual rules where no such rules actually exist is misleading.
