After you've attempted to get them to talk when they're in severe tampo mode, you learn its best to wait them out. More than one American male has learned this the hard way, as did I. Filipinas are extremely passionate (read that extremely dangerous when pissed off).
Even the lower level isn't working well? You could have a low freon, or the whole unit could be undersized, or possibly just the blower. And yes you do need to reverse what you did with the vents when winter rolls around. The good thing about forcing the cool air upstairs, is cold air moves down. So if you keep the doors open upstairs that cool air will work its way down. Another trick I used, but not sure you have a basement, is opening an intake vent in the basement with the coolest air. This made the air conditioner draw more cool air to begin with and reduced the intake pressure to the fan allowing more air to be brought in. Glad my new place doesn't have this issue, but the one I owned with my ex did, as the air conditioner was slightly undersized, the blower should have been doubled, and the ducts and vents should have been done differently. Optimally a multistory home should have a zoned heating and cooling system, but very few do because of the cost.

I know what I'll do. I'll sign up for this forum and, just for sh*ts and giggles, I'll have dissenting and unpopular opinions.
