For 1), official source says otherwise :
"LPRs may apply for F2A immigrant visas on behalf of their foreign national spouses and children by filing a Form I-130 Immigrant Petition with USCIS. Unmarried children under the age of 21 may qualify for derivative immigration benefits on the same I-130 petition that was filed for the spouse."

Right now my status is LPR and as you may know, I filed F2A.
Can someone confirm that I have these 3 scenarios right?
1) If I were to have a child born aboard now and F2A PD is current before I become USC, I could add the child as a derivative beneficiary to the F2A case, and once the F2A is approved child can come along with mom.
2) If I were to have a child born aboard now and I become a USC before F2A PD is current, I could upgrade the F2A to IR-1 but child cannot be a derivative beneficiary to the F2A case, a separate I-130 has to be filed for the child, and the child has to go through the IR-2 process.
3) If I were to have a child born aboard after I become a USC, the child can claim USC without any immigration hassle.
For 2), would the child IR-2 case be able to completed on time so that child can tag along with mom once mom's IR-1 is approved? or would we have to wait for child's IR-2 to be completed before we can unite? My goal is to avoid any child-parent separation.

According to this page Birth of USC aboard (official website) if a child is born aboard to a USC, the child should be able to claim USC.
Is the family based F1 visa only for child who's born before the parent becomes USC ?
First: (F1) Unmarried Sons and Daughters of U.S. Citizens: 23,400 plus any numbers not required for fourth preference.
Could someone clarify this? Thanks

You guys are unbelievable. Did USCIS FORCE you guys to stay in the US? Is it USA's fault that your native country is such a piece of ###### that you want to move here to make a living? The answer is NO for both cases. So, why are you here? YOU made the decision to stay apart from your relative, yet bad mouthing about USCIS and its policies. Where else in the world can you immigrate to easily? Why don't you start that thought with your own country? What kind of rights do the immigrants have in your OWN country?
And, YES, USCIS SHOULD focus on the US Citizen's needs first - after all USCIS is a govt organization of the freaking USA and who do you think they should serve first?? THE freaking Americans.
Everyone is entitled to voice their own opinion, so I think USCIS immigration policy is unfair for LPR. That is nothing of your business and you insult my country and me for that?

Don't know why USCIS always has focus on IR1/CR1 cases since ages.Are the spouses and little children of LPRs not considered as humans.
Hope they understand the pain of separation that spouses and children of LPRs are suffering.

i'm happy as long as the cut-off date keep this 3-month at a time
pace and no more stupid retrogression.
That way as least I know what to expect.
I really hate this "hope and pray" $hit, it's killing me.

File ASAP. The I-130 step, as you may know, is identical between GC holder and USC.
It should take about 4 months to get the USC certificate to upgrade your case.
It should take about 5 months to get your I-130 approved (if you file to CA center)
So, it saves you about 4 months if you file now.

Judging from the PD I assume everyone on the list is case completed at NVC.
Let's keep the "PD watch list" a tradition for each VB, it'll save us all time

I used localphone, .012 cents a minute. Extremely cheap... 1 hour for .72 cents. My wife still uses it to call her parents. Very easy to use.

sounds good, but have you actually time your call and calculate if they charge you exactly 1.2 cent per minute?

I used world phone card less than .02 a minute can call from anywhere anytime. They have a 1-800 number and also a number list for your city. We also sent emails everyday and qq when we could meet online.

I'm using "Dragon Plus" from callingcards.com which advertise 1¢ per min but they
freaking overcharge the minute to 3.2¢ a min
and, silly me, how can i forgot to put "email" on the poll answers.
we rarely use email haha

my feeling is that the past doesn't really predicts the future as far as PD is concerned.

Does anybody know after what date of each month the visa office starts to call the applicants for interview (after 15th, 20th or 25th of each month)? thanks
from what i read here, it's usually close to end of the month. so after 25th.

Cut-off date for August 2011 has released as you all know.
It came out just as everyone predicted 22JUL08.
It's now time to wait for the Sep 2011 VB!!
If anyone with PD beyond Aug 08 and recently got scheduled for interview

Is there anything else you need to do other than adding baby's name on the I-864?
That means LPR's newborn can be derivative beneficiary of spouse F2A?
