US Immigration from Romania

I am looking for some input to our situation, which is:

I initially entered the US, got married on the K-1 visa ( didn't get to apply for adjustment of status and etc) I was in the US for 4 years, we had 2 children in the last 2 years there, my husband retired from the Army, and since my RO passport was expiring, we decided to see if moving to Romania was a better lifestyle change for us. But fast forward, my husband hates it here and he s been wanting to go back for a while now.
Our oldest son is 5 years old now , so he needs to start school this year too, which makes it all so much more frustrating. My husband has been trying to get a hold of the US embassy here, but they never picked up the phone.
My husband( and me) wants to move back, get a house and put the kids in school. I know Romania s Embassy doesn't have a DCF, so all this ordeal has to be filed under special circumstances, but they don t specifically say anything about children issues in their list of dire circumstances to file for DCF. Would it be safe to try and go this route since our son needs to be in school this fall, or we need to make another plan?

The CR-1 route sends us to DCF, since we are both in Romania along with our children.
I am trying to get as much insight possible since my husband just gets bummed out every time he thinks about the whole process.

With local offices closed for in-person appointments, has anyone mailed in their original documents to an SSA office with the app? If so, through what service? (USPS, UPS, FedEx, etc) I'm debating the wisdom of doing this with my fiance's passport. I'm worried it would be lost.

Hello everyone,I've requested a FOIA on my I-94 history and after couple of months i was granted access,now the trouble is that it's not accurate. For example it's saying i was in Russia in 2017, I've never entered Russia.

Also the departing dates from US are not accurate...

Any advice in what i should do about it?

My fiance's K1 visa was approved this week in Romania, a non-Schengen country. We usually travel back and forth from Romania through Budapest to Chicago because there's a non-spot cheap flight with LOT. HOWEVER, because Hungary is a Schengen country, he routed through Turkey this past Christmas when visiting (because of travel "ban" from Schengen).

My question is: If I'm reading this right, does this new proclamation allow for K1 visa holders to enter from any country now without restrictions? Has anyone done this? Is any additional paperwork needed? I feel like airline and airport employees are always the last to know about these new proclamations and allowances. I don't want to risk him being turned away at boarding, or on arrival.

Hello everyone, my dad has his interview at the embassy in Bucharest on the 25th this month but from what i hear he can only fly to the US through Istambul? Can anyone else conform this?
