Is it possible for a person to get away with lying on part 5. Where they ask if you've ever filed a petition for anyone else? Is there a way they will check?

Is it true. You only have to file this part of your petition if your spouse is already in the US?

My spouse was originally scheduled for an interview in March. Due to the backlog of cases in Dakar Senegal his interview was cancelled. He had already completed the medical exam and it is now expired. His new appointment is for the end of September. My question is does he have to go back to the original doctor who did his first medical exam or can he go to another approved physician panel.
