So he's saying deporting illegal immigrants will cost over $40K PER PERSON.

Well since that number includes 1 to 1.5 million that are here legally going through AOS etc maybe he's counting the number of lawsuits for deporting people here that are actually in LEGAL status

The average cost of the legal process for deportation might well run into that sort of cost.
