Got approval for my parents' I-130. Right before that, the State Department indefinitely paused issuing green cards for their country (Russia). Processing still continues - fees, DS-260, interview in Poland etc. They both possess one more citizenship, from a country not included in the 75. On DS-260 still have to show Russian address etc because that is where they actually reside, and listed the second citizenship. Can this second citizenship help with going around the pause?

No. It's on the country of birth.

So if the OP’s parents have citizenship of a country that isn’t on the list, they can still get a visa. 

Yes - this is exactly why I asked the question. "applying with a valid passport of a country that is not listed above" - so they currently do not live in that country. Primary residency is Russia and they just show that second citizenship on one of the later pages rather than on the Personal Information page. Do you know if they are still exempt?

It was a part of Soviet Union, not Russia. There is no Soviet Union in the list of countries so I have to pick Ukraine for her.

Yes, as long as they have a passport for that country. They’ll need to take that for the visa to be issued in to.
