My husband applied for his parents last year, but recently he has been having second thoughts about the decision. At this point, he's thinking of cancelling it but we don't know where to start. Currently, there has been no progress made to their application and it's still at the USCIS service center. What would be the next steps if he does decide to withdraw their application and would we need to give a reason to USCIS? Also, would this affect their current B2 visas or any tourist visa renewals in the future?

He can either submit a letter to USCIS to withdraw the I-130s, or he can just let the cases go on to NVC (which is what I would do).  The cases can sit at NVC for a year without having to do anything at all.  If he later decides to continue the cases, they can be continued.   No reason has to be given for either route.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

He can just say he wants to withdraw. 

 

But as @Crazy Cat says, I wouldn't pull it unless there's a very good reason. They can leave it at NVC for years if they're no longer sure they want to move, but that would be better than revoking the I-130 and then having to pay another set of fees and start from scratch if things change again.
