I had this issue when trying to re-scan things and insert pages etc. I fixed the issue by starting a fresh document, filled everything except the signature prompts and printed it all out in one go via my laserjet. Signed things as needed, and then scanned to one pdf document and it was accepted. I have an older Brother laserjet DCP-L240DW that had scanning problems until I a fresh install of all the drivers/utilities which then also allowed me to flash the bios to latest/greatest. That solved all the scanner hangs etc. 

I might suggest you go to a mail and more or whatever and have them scan the document to a single pdf file for you.
