Please guide what is the legal way to export car to USA with lien on it from Canada, BC.

You have to get the lienholders written permission and also ensure that exporting the vehicle does not contravene the loan contract

You cannot bring a vehicle you do not own from Canada to the US. Since you do not have the title to the vehicle you will need to pay off the loan to get the title.
