If I remember correctly, the Manila embassy has a reputation for not providing the copy to the beneficiary. Like I said, we never got it and never needed it for anything. As long as she has the visa in her passport and the sealed yellow packet, she's good to enter the US.

Apparently, she needs to attend a CFO seminar and undergo an interview, and the person conducting the interview has requested the certified duplicate, even though, logically, it makes no sense.

Just for clarity, your fiancée was personally asked for the certified copy at CFO?  Or did she just "hear" that it is required?  I've never heard of that being asked for or even being given a copy of it.  Which CFO location?

They can be crazy in their requests at times, but I have not heard of this one. Why would you need a copy of an application for a visa that you already have?

Yes be sure on this. "they said" is taken as fact by most Filipinos.

So, a CFO approval is not required?

CFO counseling session and approval is required but they did not require Jaycel to bring the embassy copy of the I-129F. Who told you that this is a requirement to do the CFO?

The person who is interviewing her placed her "certificate" on hold until she receives this document. I'm not sure if she should try to schedule another interview in hopes of getting a more reasonable person.

Oh my Lord.... CFO has just come up with a new requirement out of thin air again.  🤦🏻‍♂️ Manila embassy does not issue the "Certified Duplicate" that I have ever seen. I honestly don't know what to tell you. Maybe try reaching out to the embassy at the Immigrant Visa Inquiry page and explain what is happening and ask if they can email it to you? There is nothing in the primary document requirements OR the "Possible Additional Documents" that says you need the Certified Duplicate of the I-129F:

 

A. What are the requirements?

The following are the GCP primary requirements:

1. Barcoded Confirmation form of GCP Appointment
2. Original valid passport and additional two (2) valid IDs;
3. Original valid visa and Confirmation of Permanent Residence (for Canada-bound only);
4. Petitioner’s passport copy or one (1) valid ID; and
5. Philippine Statistics Authority (PSA) Marriage certificate in security paper (if married in the Philippines);
6. Report of Marriage in Philippine Statistics Authority (PSA) security paper (if married overseas)

Additional documents may be required in the event that the counselor / facilitator determines it to be essential to complete the guidance and counseling process. It is advised for all the GCP applicants to prepare the following documents in advance (if applicable to them):

● Divorce decree/certificate of Filipino spouse or foreign spouse (if previously married)
● Annulment papers of Filipino spouse or foreign spouse (if previously married)
● Proof of residency/Alien Registration Card-ARC of foreign spouse
● Proof of relationship (pictures together, e-mails, among others)
● Death certificate of Filipino spouse or foreign spouse (if widowed)
● Certificate of family relations / registration of foreign spouse
● Proof of Civil status or Certificate of No Marriage (CENOMAR)
● Valid no criminal records certification/clearance or any equivalent document to indicate lack of criminal/derogatory record
Documents in foreign language must be officially translated to English
