E.g. they ran background check on you, didn't find any documentation showing your address etc. For most applicants, they found addresses etc. For you, they didn't. So they were asking for proof.

Oh interesting, I didn't think of it this way. At the same time, I did go to college here, so I would think they had at least an old address of mine. Of course since I moved, it wouldn't match this new address. Maybe I'll order a college transcript to my new address and with my valid ID this time it could be enough.

Maybe I'm reading this wrong, but the proof doesn't have to be from the last 3 months - you just have to prove you've been living there for MORE than 3 months.  So anything you have that is older than 3 months old will work.  Have you changed your Driver's License?  Is there an "Issue Date" on your DL?  Is your physical address on your DL?  If the issue date is older than 3 months, and your address is correct on the DL, you're good.

Your ID must be under your physical address where you sleep at night! Don't even attempt to file until you have a proper ID.

 

By listing PO box, you may be violating state laws depending on state.

I believe it's allowed in California, I and also my husband always use a PO box on our ID's. As long as you prove residence at your physical address at the DMV, they're allowed to list a PO box on the card. 

 

I'm not sure for USCIS purpose if it's ok, but in general it's allowed.

Yes, it's allowed in California in general. Not allowed in other states. But ain't going to work with USCIS. They expect real address on ID or at least bills etc.

Fill out an application for a license in Virginia with a mailing address and they will issue your license with that mailing address. (Got mine renewed last month with a po box) They state your license will be issued with your mailing address and that your physical address will be on file.

 

Request a copy of your driving record from DMV. That should give both your mailing and physical address and the issue date.
