ST. LOUIS — One day after CEMA Commissioner Sarah Russell was placed on administrative leave for failing to sound the alarms during Friday's storm, we've uncovered that a city audit acknowledged issues within CEMA more than a year ago.

After an EF3 tornado tore an 8-mile path of destruction across the city Friday afternoon, St. Louis Mayor Cara Spencer says one thing became abundantly clear with regards to CEMA.

St. Louis Mayor Cara Spencer suspends CEMA commissioner after tornado siren failure

 

ST. LOUIS – St. Louis Mayor Cara Spencer has placed Sarah Russell, the Commissioner of the City Emergency Management Agency (CEMA), on leave following a failure of the city’s tornado sirens during last week’s deadly storm.

The decision to put Russell on paid administrative leave comes as an internal investigation is launched into the actions of her office on the day of the tornado. The sirens, which are crucial for alerting residents to severe weather, did not sound as a tornado caused major damage in parts of St. Louis.

“Let me be clear: CEMA exists to alert the community when severe weather is coming. This office failed to do that in the most horrific and deadly storm that our city has experienced in my lifetime,” Spencer said at a press conference.

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
