Timeline

Per DHL tracking, my I-130 application arrived at USCIS Chicago office on April 19th. It is now April 30th and I still have not received any confirmation nor have my debit card been charged the $535 processing fee. What is the general time frame for this?

Did you definitely put $535 on your G-1450? If you did and your application wasn't received until 19th April then it will be rejected. The fee increased to $675 at the beginning of April.https://www.uscis.gov/forms/filing-fees/frequently-asked-questions-on-the-uscis-fee-rule

Yes, they should do. But if you know you didn't include the correct fee then you can get a head start and just submit a new application asap, no need to wait for it to be returned, it could take a while.

It’s $675 if you file by paper (mail) or $625 if you file online which is the recommended way. But keep in mind, that is just the I-130 filing fee and there are several other costs and fees associated with this process.

For the I-130, yes. For a paper filing it was $535 if you sent your application before the price increase on 1st April. But now it's $675.
