Your husband should call the USCIS military helpline, not Emma, not the regular hotline number.

Timeline

Perhaps I can shed some light into the DCF timelines in Germany:

 

We submitted my children's I-130s on May 2021 via Direct Consular Filing to the US General Consulate in Frankfurt, received a notification to submit the DS 260s in July and were ready for an interview in August. All in all, it could have taken less then 10-12 weeks. This is between submitting the I-130 and having your I-551 stamped into your passport. We slowed down the process a little due to family matters.

 

If the process isn't moving along in the US and the financial situation allows it, perhaps resubmit via Frankfurt? You could immediately start with the process as your LPR status is not considered abandoned while on overseas orders (as long as you are mentioned on his orders). You usually take your passport on base and the passport office provides you with the Sofa card added to your passport if you are submitting a foreign passport.

My spouse got PCS order to Ramstein, Germany and of course, I am included in his order. Before leaving to Germany, he tried to get SOFA for me, however, they would not stamp my passport until I have approval notice of I-130. And he left to Germany without me since June 2023.

I'm currently in medical program and going to graduate this December, then ready to join him asap. So I have tried to submit expedite request for I-130 through MILITARY HELP LINE, Emma, online service. Despite the reason of the overseas PCS, they said I am not eligible to submit the request. I saw some cases similar to mine got expedited within a couple months. My husband will be so desperate if I couldn't join him. PCS to Germany is my idea and he's being suffered staying there without me.

Any advice for my case? Thank you so much in advance.

-10/12/2023, my husband contacted USCIS from AF Base, Germany and requested for expedition. The request is submitted.

-10/19/2023, I-130 and I-485 were approved.

-10/26/2023, I received 2 year green card.
