I am ready to send the Petition to USCIS for my fiance to get his K-1 Visa. He recently got a job offer in another country. Will him taking the job in a different country than his home country affect our K-1 process?

It will effect it obviously, police certificate, will he be interviewing in this other country?

He may possibly have to unless he can get off from work over there and fly to his home country for the interview.

At the I129F form you need to specificate which U.S. Embassy is going to receive the case once USCIS and NVC approve it.

If USCIS keeps processing cases like it's doing now you should be getting a response in 10 months, so plan accordingly
