If you marry with a PH marriage license, PSA marriage certificate will be required for the I-130 petition.  LCR copy is not acceptable.

SSC?  That was one area where the K1 was still useful in countries that do not recognize SSC marriages.  Now with the Utah Zoom wedding, even that can be overcome to allow for a spousal visa for a SSC where the beneficiary is in a restrictive country.
