Per the Visa Bulletin for March 2023, visa numbers are available for those on or before 01-Dec-2014 for F1 India.

So, about 2 - 6 more years.

The range is wide because the F1 category for India has been 01-DEC-2014 since September 2021.  It has not moved for a year and a half.

In fiscal year 2021 (Oct 2020 to Sep 2021), F1 for India moved 3 months for the entire year - processed 1 month of backlog every 4 months.

Unless they clear the Dec 2014 backlog soon, there is no realistic way to predict how quickly 2015 applicants can get their visa number.

Agree, it is not a linear process.
