Timeline

So we've paid the AOS bill and waiting for the all clear to start uploading some of the documents. We're yet to pay the IV bill though. But can we put in our request for the transfer of the interview to another country now?

You can only interview in another country if he/ she has legal residency there

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

Transfer your case make that your priority ..Ghana embassy will mess with you is been more than 2years waiting for IL ..the whole Africa only Ghana embassy have Covid backlog and even working on 2020 IR1 dq in 2023 just transfer your case and go join your family pls

Sorry to hear this. I know how hard that must be for you and your family. Ghana's situation is more than precarious, hence my decision to transfer.

As long as you have the NVC case number and the applicant's proof of legal residence at the target country, you may send in your case transfer request.  Note that the receiving consulate still has discretion whether to accept or deny your transfer request, though a denial is unlikely with proof of legal residence.
