Is spouse's student visa that was denied in past a red flag for NVC?

I am USC filing for my spouse, we just got to the NVC application stage and during the DS260 it asks if she has ever been denied visa and if so to explain in a text box. When she was graduating from school, she applied for a student visa and was denied (low chance to get visa) and was told it was because they didn't believe she would come back after graduation. She doesn't really have any paperwork for this but given it was done in the stated country embassy where NVC interview takes place ..they should have the proof. Do you guys think this is a red flag or should I just omit this?

Yes, depending on the totality of circumstances it could be a red flag indicating being in the USA is the real goal, more important than your relationship.  If the relationship is solid, it's a small or no issue.  Yes, they will know about it because it is in the worldwide database, not just because it's the same country.

 

Get all ideas out of both your heads about saying anything or entering ANY information that is not the truth.  Such action brings swift and sure consequences, with US immigration, and perhaps less sure and swift life consequences.

Facts are cheap...knowing how to use them is precious...

I had both a B2 tourist visa and ESTA denial before I got married and applied for CR1. It never came up during my interview and I was approved just fine. At the POE the officer did ask why I had my ESTA denied in the past.. I just answered that I believed it was due to not having enough home ties. I can't see it being a problem for you at all if you have decent relationship proof.
