Option 1 - file N-400 if you are eligible and wish to naturalize. This sometimes moves I-751.

 

Option 2 - Hire a lawyer to file Writ of Mandamus (sue USCIS for decision)

 

Option 3 - Submit inquiries (low success rate) or contact congressman

 

Option 4 - Just wait

Filing the N-400 recalls your file to start processing the N-400. So if your file is miss-placed, used as a doorstop or fell behind a desk. It will make them start looking for it.

Definitely agree that if N-400 is the goal then there is no reason to wait. 
 

Will strike a note of caution that filing for N-400 doesn’t dislodge I-751 for everyone - I’m sneaking up on a year post N-400 and two years post I-751 and nothing but extension letters then silence. 
 

But doesn’t change the advice to go for N-400 if that is the aim.

It doesn't always dislodge it, but it's the only way, I know off, where you have a pretty save way of getting them to do something. The service requests appear to be useless, congressmen don't appear to be very successful most of the time and the WoM option is interesting but kind off nuclear in my eyes. So the N-400 it was. (I was already planing it but wanted to wait till after the ROC.

WoM is not nuclear in my opinion. But N-400 is more cost effective.
