Apostille Birth Certificate &Divorce

So just helping a friend. He gonna get married in El Salvador and it needs his philippines birth certificate and divorce papers to be apostilled

 

Now his divorce papers was finalize here in US so that will be apostilled here for sure

 

Now does anyone know how his Philippine BC can be apostilled? US apostille agency for sure cant do that right.

 

I'll ask the same concern in the latino thread.

in US, through the Philippine Consulate under jurisdiction of his state.  Example if LA:
https://www.philippineconsulatela.org/consular-services-2/notar1als/authentication-of-a-public-document

So is that mean that California Secretart of State can apostile his philippine NSO birth certificate since he is a US Citizen?

No, only official Philippine agency can authenticate.  If he is in California, Philippine Consulate in LA is a place he can go to have his NSO/PSA birth certificate be authenticated.  If he is in Texas, he can go to Philippine Consulate in Houston.  He can search google for the Philippine Consulate near him, go to their website and find how to have a document authenticated.
