Does RFE mean case is actively in review?

Yes, getting an RFE means that someone looked at your file at least.  But there is no guarantee that you will be scheduled for interview soon after responding to the RFE.

Sounds about right. 

 

I had inquired a few weeks back and they said my "interview is waived" and case is at the national center. Taking interview waived lightly. 

 

Got an RFE two days back for marriage cert and evidence of marriage and that form asks to either upload or mail in to my local field office. 

 

I ended up mailing it yesterday. So it does in fact seem from the interactions happening that someone has looked at the case at the local office and asked for some info.
