They are interviewed on their own merit. You cannot invite nor have any influence on the outcome. 

 

Just go online and fill the application 

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.

The sabe requirements for everybody. They don’t have any advantages.

 

The waiting time in Manila for Tourist visa is 401 days.

 

Nonimmigrant Visa Type Appointment Wait Time
Visitor Visa 401 Calendar Days
Student/Exchange Visitor Visas 9 Calendar Days
All Other Nonimmigrant Visas 26 Calendar Days

Have your parents had a US visa before? 
 

Having a daughter/sim in the US can maybe bring more concerns to the CO, because unfortunately a lot of people from Philippines use the tourist visa to immigrate to the US. 
 

They need to show strong ties to the Philippines (home, jobs, etc), funds to pay for the trip is a better idea than just relate on you… everything that shows that they will go back to there after visiting you.

Please show me where USCIS say you can't invite.   

 

OP is allowed to invite, they can pay for the interview if they want.

 

Most parents get approved from the Philippines, fairly easy visa to get

Fairly easy and quick process at the US Embassy in Manila, Most parents get approved.  

 

I am not sure if US EMbassy in Manila is processing routine tourist visa yet, I know they are doing emergency ones.  Seems like they are still only doing "Limited" tourist Visas: Visa Update: Consular Operations (Visas) as of June 2022 - U.S. Embassy in the Philippines (usembassy.gov)
